Die Umweltverhandlungen zwischen beiden deutschen Staaten gestalteten sich jedoch kompliziert, wurden mehrfach unterbrochen und unterlagen sowohl äußeren als auch inneren Einflüssen. Erst in der zweiten Hälfte der 1980er Jahre führten die Bemühungen zu konkreten Maßnahmen. Gerahmt wird diese ökologische und diplomatische Verflechtungsgeschichte sowohl von Geschehnissen der internationalen Entspannungspolitik des Kalten Krieges als auch von Protest und Engagement der Zivilgesellschaft.
