The struggle for independence and the unity of African countries was at its peak during the period between 1945 and 1960. These testing times turned out to be the formative years of the young Amady Aly Dieng, and set the stage for an eventful life of commitment and challenges of all sorts for someone who - along with other young African students, many of whom later became leaders of their respective countries - integrated the leadership of student organizations in France, honing his militant skills at the forefront of the intellectual and political struggle for independence and the unity of the nascent sovereign nations. Amady Aly Dieng's memoirs are primarily meant to inspire young Africans toward taking action towards true independence and development. These memoirs reflect the historic evolution of youth militancy in Africa and are to serve as an inspiration to leaders of Africa today and tomorrow.
Philosophy and African Development: Theory and Practice appraises development in a holistic manner. It goes beyond the usual measurement in terms of economic achievement and widens the scope to include the impact that history of ideas, political theory, sociology, social and political philosophy, and political economy have had on development in Africa. It is a departure from the traditional treatment of development by economists who point towards the so-called time-tested assertions and recommendations for 'sustainable development', but which are yet bring about significant change in the economies of the so-called 'developing' societies. It is on account of the failures of the economic development theory, with its tepid prescriptions for 'sustainable development' and 'poverty reduction' that theories of development have now been expanded from mere economic analysis to include considerations of history, sociology, political economy and anthropology, as could be discovered in this book. Most of the contributions in this book have been prepared by philosophers across Africa and the United States who implicitly practise their discipline as one whose most effective modern function would be to appraise the human experience in all its dimensions from the standpoints of modern social and natural sciences, all disciplinary offspring of philosophy itself. With chapters ranging from issues of modernity and religious interpretations, the human right to development, the idea of 'African time', the primacy of mental decolonisation, and the type of education we are offering in Africa today and as a tool for development, to development planning, science, technology and globalisation, as well as issues of post coloniality among others, the tenor of the contributions is not only proportional, but also engaged in the meta-analysis of the theories on which the concept of development is founded and practised. This book is strongly recommended as a useful text in the hands of scholars, researchers and students of development studies. It approaches the important issue of African development from the broad perspective of the social sciences in general, and buttresses this with the keen analytical approach of its contributors.
In the atmosphere of suspicion and anger that characterizes our time, it is a joy to hear the voice of Iqbal, both passionate and serene. It is the voice of a soul that is deeply anchored in the Quranic Revelation, and precisely for that reason, open to all the other voices, seeking in them the path of his own fidelity. It is the voice of a man who has left behind all identitarian rigidity, who has 'broken all the idols of tribe and caste' to address himself to all human beings. But an unhappy accident has meant that this voice was buried, both in the general forgetting of Islamic modernism and in the very country that he named before its existence, Pakistan, whose multiple rigidities n political, religious, military n constitute a continual refutation of the very essence of his thought. But we all need to hear him again, citizens of the West, Muslims, and those from his native India, where a form of Hindu chauvinism rages in our times, in a way that exceeds his worst fears. This book re-examines historical, ethnographic and anthropological productions in various spaces in Senegambia. Just like language, material culture in original forms is powerful in the transmission and affirmation of identity. Unfortunately, archeology has so far played a very minor role in this domain in Senegambia, as the discipline has been confined to the study of eras know as 'prehistoric' and 'protohistoric', which are little known by story tellers and other traditional communicators. It is generally agreed that archeology generates more inclusive knowledge, given the fact that the essential source of identity for all societal strata is based on the production, consumption, rejection or recycling of material culture. This book democratizes knowledge generation by giving prominence to the social life and identities of ordinary individuals who are often invisible in written and oral sources.
Within the context of the absence of effective state sovereignty and the presence of numerous armed struggles for power, Nande traders have managed to build and protect self-sustaining, prosperous, transnational economic enterprises in eastern Congo. This book discusses the commercial enterprises of the Nande trust networks and the subsequent transnational community they have produced, thereby challenging the assumption that a "weak state" or a "failed state" or even a "collapsed state" can be presumed to signal a "failed" society. It demonstrates the fact that several sovereignties and property right systems can coexist side by side, reinforcing each other - an idea which seems inconceivable for those with a normative view of governmental institutions and state sovereignty. Rethinking the question of African state formation, the study contributes to the formulation of a more rigorously transnational and local paradigms in the study of post-colonial African state formations. It constitutes an original contribution to critical theory of societal responses to processes of state implosion, and the anthropology of new social formations that emerge when states disintegrate, especially in war-torn Africa. The book also discusses issues related to the dynamics of conflict, new state formation, transnational trade network, ethnicity, and global political and economic governance. In the midst of abundant anti-ethnic literature on African studies, this study posits that there may be a renewed usefulness and necessity in theorizing the salience and continuing production of 'ethnic' differences in a manner that challenges the notion of ethnicity as merely a devious and divisive invention of colonialism that must simply be overcome.

Reforming the Malawian Public Sector argues that the new public management model that Malawi, like most African countries, adopted under the influence of donor organisations has not led to the intended development. The book examines decentralisation, performance contracting, and public-private partnerships as key aspects of the reforms and comes to the conclusion that at best, it can be argued that the failures have been due to poor implementation and this could be attributed to the fact that the process was led by donors who lacked the necessary institutional infrastructure. The book uses the 2005/6 fertiliser subsidy programme, which the government embarked on despite donor resistance that it went against market models, but which turned out to be overwhelmingly successful to demonstrate the stateís developmental ability and potential. This volume is essential reading for academics, students, and practitioners seeking a deeper understanding of public administration, management, policy, development and governance in Africa and the rest of the developing world. The book is dedicated to the memory Guy Mhone, a Malawian, who was among Africaís leading scholars in public administration and governance. The 21st century qualifies as one in which humanity raised environmental decay, especially climate change, as a key global concern requiring urgent political attention. The book Framework and Tools for Environmental Management in Africa is written from this perspective. This study explores the service-citizenship nexus in Nigeria, using the National Youth Service Corps (NYSC) programme as an empirical backdrop. It attempts to understand the relationship between civic service and citizenship on the one hand, and it examines the question as to whether youth service promotes a sense of citizenship and patriotism on the other. In the relevant studies on service and sociology, the assumption that service is antecedent to, and impacts positively on citizenship, is taken for granted. However, conclusions from this study call for an urgent rethinking of this wisdom. Using data from open-ended interviews, questionnaires and focus group discussions, the study traces the ways in which political dynamics in Nigeria have affected the implementation of the NYSC programme. The study articulates allegiance to national ideals as an essential foundation for creating and nurturing citizenship. Although it upholds the potential of national service as a tool for national integration, this research cautions against unalloyed faith in its presumed agency, arguing that the limitations imposed by the prevailing socio-political ecology should not be ignored.
This book analyses the impact of the Western idea of 'modernity' on development and underdevelopment in Africa. It traces the genealogy of the Western idea of modernity from European Enlightenment concepts of the universal nature of human history and development, and shows how this idea was used to justify the Western exploitation and oppression of Africa. It argues that contemporary development, theory and practice is a continuation of the Enlightenment project and that Africa can only achieve real development by rejecting Western modernity and inventing its own forms of modernity. The book is divided into four sections. The first section provides an outline of the theory of modernity in the Enlightenment project. In the second section, an attempt is made to trace the genealogy of the idea of development as modernity and how the African development process gets entangled with it. Here, its evolution is mapped through three periods: early modernity, capitalist modernity and late modernity. Zeroing in on the current era of late or hypermodernity, the book contests the idea that there is something new in globalisation and its neo-liberal development paradigm. The third section turns to the complex but pertinent question of how, at the beginning of the twenty-first century, Africa can transcend the impasse of modernity. The fourth and final section sums up the argument and points the way forward.
For the International Development Research Centre (IDRC) and its partners, the link between research and policy is of paramount importance in their goal to improve social, economic and environmental conditions in developing countries. The nature of the collaboration between researchers and decision-makers, however, is complex, multifaceted and often difficult to implement. Moreover, research is very often designed and carried out without regard for its potential users or beneficiaries. How should research agendas be developed? What is the role of the private sector in developing research? Which actors are involved in knowledge production and utilization? How can the dialogue between researchers and decision-makers be improved? This short and accessible book records the reflections, opinions and recommendations which emerged from six national workshops organised between 2004 and 2007 in West and Central Africa on the synergy between researchers and decision-makers. Abdoulaye Ndiaye is a Senegalese expert and international consultant in development. He edited this book as a member and on behalf of the IDRC Council of Regional Advisors for West and Central Africa which organized the series of workshops throughout the sub-region.
The shocks of the unexpected outbreak of violent internal armed conflicts in post Cold War West Africa continue to linger in policy and academic circles. While considerable attention is devoted to explaining the civil wars, there is little understanding of the delicate and unpredictable processes of reconstruction. Post-war reconstruction programmes in Africa have become, by and large, externally driven processes; and while externalisation may not be negative per se, it is important to interrogate how such intervention recognises and interacts with local dynamics, and how it manipulates and conditions the outcomes of post-conflict reconstruction agenda. Investigating the interface between power elite, the nature of post-war regimes and the pattern which post-war reconstruction takes is important both for theory and practice. This original study, by some of West Africa's leading scholars, interrogates post-war reconstruction processes in the twin West African countries of Liberia and Sierra Leone, focusing on the effects of regime types on the nature, scope, success or failure of their post-war reconstruction efforts. Political scientists, diplomats, the international community, donor and humanitarian agencies, advocacy groups, the United Nations and its agencies, would find it an important resource in dealing with countries emerging from protracted violence and civil war.
The five research reports that constitute this monograph are a fruit of the collaboration between the Council for the Development of Social Science Research in African (CODESRIA) and the Social Science Research Council (SSRC), two institutions with a longstanding interest in the study of youth and social transformations in Africa. Under the collaboration, 12 young African researchers were able to benefit from fellowships, workshops and the expertise of resource persons. The studies contribute significant empirical insights from five different countries (Tanzania, Ethiopia, Mozambique, Zimbabwe and Cameroon) to ongoing debates on how youth and social processes in Africa shape, and are shaped, by the HIV/AIDS pandemic.
It is increasingly clear that children and the youth today play a significant role in the labour process in Africa. But, to what extent is this role benign? And when and why does this role become exploitative rather than beneficial? This book on children and the youth in Africa sets out to address these questions.The book observes that in Africa today, children are under pressure to work, often engaged in the worst forms of child labour and therefore not living out their role as children. It argues that the social and economic environment of the African child is markedly different from what occurs elsewhere, and goes further to challenge all factors that have combined in stripping children of their childhood and turning them into instruments and commodities in the labour process. It also explains the sources, dynamics, magnitude and likely consequences of the exploitation of children and the youth in contemporary Africa. The book is an invaluable contribution to the discourse on children, while the case studies are aimed at creating more awareness about the development problems of children and the youth in Africa, with a view to evolving more effective national and global responses.
Student activism in Africa, at least since the early 1990s, has been preoccupied with popular struggles for democracy in both their respective countries and institutions of higher learning. The changing socio-economic and political conditions in many African countries, characterized by the decline in economic growth and the introduction of multi-party politics, among several other factors, have had different impact on students and student political organizations in African universities. This book recounts the responses of students to these changes in their attempt to negotiate better living and studying conditions. The four case studies contained in the book - Cameroon, South Africa, Zimbabwe and Eritrea - clearly reveal the very important aspects of the situation in which African students find themselves in many countries, and underscores the need to understand the character and development of higher education on the continent. Ministries of Higher Education, Vice Chancellors, Deans of Students, Student Unions and parents will find this book very useful in terms of understanding the tensions that often arise at institutions of higher learning and why solutions seem to be elusive.
