Abstract:
A study of local reaction - political, neighborhood, and civic, to growth management regulations and comprehensive local planning in Florida. The rapid growth in urban places created steep political and civic divisions for and against development. Low-income neighborhoods on the periphery of commercial development and gentrification were most at risk to lose their territory. State mandates in land use planning attempted to mitigate disputes through policy without great effect.
