This Proceedings presents refereed versions of most of the papers presented at the NATO Advanced Research Institute on Homotopy Methods and Global Convergence held in Porto Cervo, Sardinia, June 3-6, 1981.

That meeting was organized to foster research on the interrelationships between programmatic approaches to personnel planning within organizations and behavioral science approachs to organization design.

NATO Advanced Research Institutes are designed to explore unre­ solved problems. By focusing complementary expertise from various disciplines onto one unifying theme, they approach old problems in new ways. In line with this goal of the NATO Science Committee, and with substantial support from the u.s. Office of Naval Research and the Seabed Assessment Program of the u.s. National Science Founda­ tion, such a Research Institute on the theme of Coastal Qpw!llinq and Its Sediment Record was held September 1-4, 1981, in Vilamoura, Portuqal. The theme implies a modification of uniformitarian thinking in earth science. Expectations were directed not so much towards find­ ing the key to the past as towards explorinq the limits of interpret­ inq the past based on present upwelling oceanography. Coastal up­ wellinq and its imprint on sediments are particularly well-suited for such a scientific inquiry. The oceanic processes and conditions characteristic of upwelling are well understood and are a well­ packaqed representation of ocean science that are familiar to qeolo­ gists, just as the maqnitude of bioproduction and sedimentation in upwellinq reqimes --among other bioloqical and geoloqical processes-­ have made oceanographers realize that the bottom has a feedback role for their models.

In September 1980, the Special Programme Panel on Systems Sciences of the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Institute (ARI) on "Systems Analysis in Urban Policy-Making and Planning" which was held at New College, Univer sity of Oxford, from 21st to 27th September.

The purpose of the institute was to bring together people working in search theory and applications with potential users of search techniques to stimulate the increased application of recent ly developed search technology to civilian problems such as search and rescue, mineral exploration, surveillance, and fishing.

Further increases may be expected as we gradually change from the present politically based situation of a non-realized excess crude oil production capacity into a real shortage of oil fuels.

The Advanced Research Institute on "Health Services Systems" was held under the auspices of the NATO Special Programme Panel on Systems Science as a part of the NATO Science Committee's continuous effort to promote the advancement of science through international cooperation.

There are some types of complex systems that are built like clockwork, with well-defined parts that interact in well-defined ways, so that the action of the whole can be precisely analyzed and anticipated with accuracy and precision.

For the purpose of publication of these Proceedings, the original conference programme has been rearranged to provide a more logical sequence of presentation.

Here we have included in the interpersonal category certain systems for re trieving information from computers, essentially those systems in which the role of the computer 1s primarily to act as a store and to identify that information which best fits a user's request.

In addition, top and branch wood, and logs from non-commercial species which are presently not recovered from the logging sites could provide an abundant and relatively inexpensive resource for the manufacture of composite products.

All the papers in this volume were presented at a conference on Transportation and Urban Life, held in Munich during the third week of September, 1975.

In approving the ARI, the senior NATO Science Committee identified the subject as one of universal impor tance, requiring a broad perspective on the development of opera tional systems based on successful experimental systems.
