    Die europäische Staatsschuldenkrise Anfang der 2010er-Jahre hat ein Schlaglicht auf die öffentliche Rechnungslegung und Berichterstattung der EU-Mitgliedsstaaten und ihre Defizite aufgrund hoher Heterogenität und mangelnde Vergleichbarkeit geworfen. Während erste Reformtendenzen bereits Anfang der 2000er-Jahre in einigen europäischen Staaten erkennbar wurden, hat erst eine Modernisierungsinitiative der Europäischen Kommission eine staatenübergreifende Neuordnung und Harmonisierung der öffentlichen Rechnungslegung per EU-Richtlinie der Thematik flächendeckend neuen Schwung gegeben. Die Frage nach eventuell heranzuziehenden, bestehenden Rechnungslegungsstandards wurde durch die Europäische Kommission mit der Beurteilung der IPSAS (basierend auf den IFRS für Unternehmen) als ungeeignet im Jahr 2013 de facto entschieden. Dennoch ist die Beurteilung der konzeptionell-theoretischen Eignung der IPSAS von hoher Relevanz, da sie den Diskurs zur Entwicklung einer einheitlichen europäischen Rechnungslegung maßgeblich beeinflussen dürften. Dies zeigt sich einerseits in der geäußerten Motivation der Europäischen Kommission, das europäische Projekt möglichst eng an die IPSAS-Konzeption anzulehnen, während andererseits Teile von Wissenschaft und Praxis die IPSAS als ungeeignet für die Zwecke und Ziele der öffentlichen Rechnungslegung befinden und als Grundlage einer Neuentwicklung ablehnen. While there is a global discourse on the subject of insolvency generally, there is ample scope to contribute to the growing body of work on the narrow subject of bank insolvencies. This book provides a unique perspective on an emerging theme in at least two respects.
