Die europäische Staatsschuldenkrise Anfang der 2010er-Jahre hat ein Schlaglicht auf die öffentliche Rechnungslegung und Berichterstattung der EU-Mitgliedsstaaten und ihre Defizite aufgrund hoher Heterogenität und mangelnde Vergleichbarkeit geworfen. Während erste Reformtendenzen bereits Anfang der 2000er-Jahre in einigen europäischen Staaten erkennbar wurden, hat erst eine Modernisierungsinitiative der Europäischen Kommission eine staatenübergreifende Neuordnung und Harmonisierung der öffentlichen Rechnungslegung per EU-Richtlinie der Thematik flächendeckend neuen Schwung gegeben. Die Frage nach eventuell heranzuziehenden, bestehenden Rechnungslegungsstandards wurde durch die Europäische Kommission mit der Beurteilung der IPSAS (basierend auf den IFRS für Unternehmen) als ungeeignet im Jahr 2013 de facto entschieden. Dennoch ist die Beurteilung der konzeptionell-theoretischen Eignung der IPSAS von hoher Relevanz, da sie den Diskurs zur Entwicklung einer einheitlichen europäischen Rechnungslegung maßgeblich beeinflussen dürften. Dies zeigt sich einerseits in der geäußerten Motivation der Europäischen Kommission, das europäische Projekt möglichst eng an die IPSAS-Konzeption anzulehnen, während andererseits Teile von Wissenschaft und Praxis die IPSAS als ungeeignet für die Zwecke und Ziele der öffentlichen Rechnungslegung befinden und als Grundlage einer Neuentwicklung ablehnen. Dieses Buch erläutert die IPSAS-Strukturen und -Prozesse, führt eine kritische Diskussion, die substanzielle Standpunkte des Für und Wider einfließen lässt, und gibt abschließend eine Einschätzung über die erfolgte Ablehnung der IPSAS und ihre zukünftige Eignung als Grundlage für eine harmonisierte Rechnungslegung in der Europäischen Union ab.

This book examines the European governance of emerging security technologies.The emergence of technologies such as drones, autonomous robotics, artificial intelligence, cyber and biotechnologies has stimulated worldwide debates on their use, risks and benefits in both the civilian and the security-related fields. Since the passage of the ASEAN Charter in 2008, ASEAN has transformed itself from a loose economic cooperation, into a formal intergovernmental organization designed to create an "ASEAN Community" forged together in three pillar communities - the ASEAN Political-Security Community, ASEAN Economic Community, and tASEAN Socio-Cultural Community. Forty years of pre-Charter ASEAN practices, coupled with over ten years of post-Charter ASEAN practices thus far, has witnessed the conclusion of hundreds of legally binding regional treaties and similarly binding international instruments in all areas of economic, political-security, and socio-cultural concerns for Southeast Asia to achieve ASEAN's rule of law-based development objective. The subject of bank stability has been under a great amount of political and legislative scrutiny since the mid-2007 to late-2009 global financial crisis. However, these efforts have centred on developed economies. Little coverage is given to strategies adopted by many developing economies. While there is a global discourse on the subject of insolvency generally, there is ample scope to contribute to the growing body of work on the narrow subject of bank insolvencies. This book provides a unique perspective on an emerging theme in at least two respects. First is the focus on selected developing economies and selected developed economies in the EMEA region alongside cross-border developments, with the objective of deciphering the regulatory approach to bank insolvencies. The second is the analytical consideration of methods that may be implemented to preclude or resolve bank insolvencies in developing economies. This book explores the nexus between developing economies and their banking institutions. Developing economies are acutely dependent on their banks for the functioning of their cash-based economies. Recent events, however, suggest a weakness in the long-term viability of some of their banks and a mixed-bag regulatory approach to redress this weakness. This book evaluates the effectiveness of regulatory frameworks in selected developing economies that are designed to prevent or resolve the insolvency of banks. This book explores the environmental and ecological wisdom inherent in some of the indigenous traditions of traditional communities from developing societies like, Argentina, Brazil, India, Mexico, Sri Lanka, and Thailand. It throws light on how these discrete and unrecognized traditions have enabled communities to live in harmony with nature for ages. Despite the best efforts of the modern states through policy-making, intensive R&D for eco-friendly technologies and products, social and environmental impact assessment studies (SEIAS), and cost benefit analysis (CBA) of projects, environmental and ecological degradation continues, mostly in developing societies, which house large number of traditional communities. This book explores their traditions consisting of world views or cosmologies, eco-savvy-customs, indigenous knowledge systems involving community-based occupations and practices, skills and crafts, and so on. This book shows that when interpreted in consonance with scientific environmentalism, these traditions reveal their inbuilt environmental wisdom, mirroring sacredness of nature that have instilled built-in conservation practices, are key to sustainability.The conception of indigenous traditions that subsume environmental and ecological sustainability as well as cultural identity is studied in the book, from the vantage of multi-disciplinary perspectives. This book is based on detailed empirical research conducted to analyse the communication dissemination approach applied to the world¿s largest employment guarantee program MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act). To uncover the insights, perspectives and understanding of the program, more than 30 villages in Western parts of India were visited and more than 400 MGNREGA beneficiaries were contacted personally by the author. The book connects the two concepts of Integrated Marketing Communications (IMC) and Public Policy and highlights the importance of using the IMC tools for a meaningful and comprehensible communication dissemination strategies and campaigns.
