This book represents the first attempt to evaluate the first two decades of the EU counterterrorism policy. It aims to assess the collective securitization process in EU counterterrorism, evaluating this as a process between a construction of security threats and the development of supranational governance through crisification.Compared to the lack of shared perception of the terrorist threat and the virtual absence of counterterrorism cooperation amongst European states in the 1970s and 1980s, the existence of EU-wide debates, legislative instruments and practical cooperation nowadays is particularly remarkable. The chapters in this volume explore this change and seek to explain it by drawing upon the concept of 'collective securitization'. The book posits that EU counterterrorism needs to be analysed as a process driven by collective securitization as part of an ongoing process of crisification that leads to increased supranational governance.The book is both extremely relevant and timely for readers outside the area of research for several reasons. First of all, EU counterterrorism is often argued to be at the forefront of the EU's response to new security threats. The 'EU acquis' on the Area of Freedom, Security and Justice (AFSJ) has grown significantly over the last years. Consequently, it is crucial and very timely to examine EU counterterrorism - exactly 20 years after the first significant measures were adopted in the wake of 9/11.The chapters in this book were originally published in the journal Global Affairs.
Are new ideas needed to disentangle the uses and abuses of the idea of civil society both in South Asia and beyond? This book seeks to explore this question by reviewing the debate on civil society mainly in India but also in Pakistan.Civil society is a term that has a rich history in European political and social thought since the 17th century. Yet it has also become shorthand either for groups who place themselves in opposition to state elites or for non- governmental organizations that initiate, often in partnership with international agencies, programmes of economic and social development that to a greater or lesser extent are distanced from the state. The purpose of this collection of essays, initially presented at a seminar in 2018 in Hyderabad in South India, is to explore these disconnects and to see if concepts of civil society can be developed that go with the grain of South Asia's political and historical experience. Some of the chapters in this edited volume focus specifically on theoretical dimensions, while others take case studies from India and Pakistan.The chapters in this book were originally published as a special issue of the Journal of Civil Society.

In 2006, the United Nations urged Member States to ensure that counter terrorism policies guaranteed respect for human rights and the rule of law. This book demonstrates that, in many cases, counter terrorism policies relating to preventive detention, targeted killing and measures relating to returning foreign terrorist fighters have failed to respect human rights, and this encourages vulnerable people to be drawn towards supporting or committing acts of terrorism. Furthermore, in recent years, jurisprudence and public opinion in some countries have shifted from being at one stage more protective of human rights, to an acquiescence that some particularly draconian counter terrorism methods are necessary and acceptable. This book analyzes why this has happened, with a focus on the United States, United Kingdom, and Israel, and offers suggestions to address this issue. The work will be essential reading for students, academics and policy-makers working in the areas of human rights, humanitarian law, and counter terrorism.
This book examines the geostrategic alliances in the Eastern Mediterranean and MENA regions. It analyzes how these alliances transcend stereotyped political and cultural prototypes throughout western Eurasia as the outcome of shifting regional power balances. The authors explain how this development has its foundation mostly in the United States' ¿Pivot to Asiä policy, resulting in a lower priority ranking of the Middle East for Washington, but also in the emergence of Chinäs economic incursion on the wider region.The book looks into and presents different reasons for this paradigm shift: First and foremost, the historical ambitions and conflicting assertions of sovereignty in the region. Then, competition over control of hydrocarbons reserves and pipeline politics, civil wars, and political chaos in certain littoral states. US retrenchment and Russiäs naval base expansion in Syria, as well as Turkish expansion in Libya, NATO allies divisions and, not to reckon with, waves of migration and refugees. Yet some internal and external factors could lead to some changes in these trends, including the need to engage in energy transitions due to climate change consequences in the region.Therefore, this book is a must-read for scholars, students, policy-makers, and practitioners interested in a better understanding of the political development in the Eastern Mediterranean and MENA regions, as well as of International Relations in general.

Militärstrategie) und dem Einsatz von militärischen Mitteln (sowie Taktik) für die deutschen Streitkräfte aufzuzeigen, diese zu analysieren und anhand einer perspektivischen Betrachtung sich weiterentwickelnder Rahmenbedingungen zu bewerten.Nach einer geschichtlichen Herleitung der Begriffe Strategie, Taktik und Operation wird die Entwicklung des operativen Denkens sowie der Operationsführung in den deutschen Streitkräften dargestellt und dies vor allem deshalb, um die uneinheitliche Benutzung und das Verständnis der Ausdrücke Operation, operativ, operatives Denken bis hin zur Operationsführung in den verschiedenen Epochen aufzuzeigen. Hierbei kommt es darauf an, herauszustellen, wie sich das Verhältnis der Ebenen der militärischen Führung zu den militärischen Führungsebenen geändert hat.Es folgt die Ableitung der Inhalte und Merkmale operativer Führung aus heutiger Sicht unter Berücksichtigung der komplexen Anforderungen an den Einsatz von Streitkräften, der seit der Wiedervereinigung Deutschlands, dem Zusammenbruch des Warschauer Paktes und der aus einem anders gearteten Sicherheitsumfeld resultierenden neuen NATO-Strategie völlig veränderte Dimensionen angenommen hat.Aufgezeigt wird hierbei, welch umfassender Ansatz bei der Erfassung der Thematik zu wählen ist und welche Folgerungen für Politik und Streitkräfte gezogen werden müssen.Krieg war zu allen Zeiten Mittel der Politik und ist so alt, wie die Menschheit selbst. Schon in frühester Zeit haben sich deshalb Denker und Strategen mit diesem Thema beschäftigt und speziell die Möglichkeiten und Grenzen des Gebrauchs von Streitkräften als ein Mittel der Politik bedacht.Und schreibt die Geschichte auch nicht das Lehrbuch für die Gegenwart, so bietet sie dennoch die Möglichkeit, Lehren aus ihr zu ziehen, indem durch Analyse der historischen Denkweisen sowie der praktischen Beispiele die entscheidenden Voraussetzungen für die Weiterentwicklung des eigenen Denkens gelegt werden.

Contemporary Trends in Conflict and Communication: Technology and Social Media examines the myriad ways conflict communication occurs in mediated spaces, whether through social media platforms such as Twitter, Facebook, and Instagram, on private social enterprise spaces, or through formal online dispute resolution (ODR) technologies. We were experiencing the increase of conflict communication in hybrid spaces prior to the COVID-19 pandemic, yet the global lockdown that shifted everyone to remote teaching, learning, and working heightened our attention to the impact of technology and social media on conflict dynamics. While social media is often implicated in the spread of alternative facts, false news, and intimidation, technology and new media also have the capacity to enhance and transform conflict communication in education, workplace, and socio-political settings. The contributors to this volume showcase cutting-edge research that helps us make sense of the times we are living in and is organized in three sections: (1) Using technology to promote dialogue and collaboration, (2) Conflict communication on social media, (3) Online conflict management in education, training, and practice.
