This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached¿also in the short run¿if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

This book analyzes climate policy integration processes by investigating cause-effect relations in cases of integrating climate policy in energy and land-use sectors of Indonesia and Mexico, taking a novel comparative case study approach. The book identifies root causes for integration outside of the public administration, discussing decisive factors in the political economy of the energy and land-use sectors. Showing how policy windows may open for the successful integration of climate policies nevertheless, the book addresses the need to identify and properly use these windows to establish the administrative and institutional arrangements for effective climate policy implementation. This book offers two-fold insights for overcoming the challenges posed by climate policy integration: Firstly, it contributes to theory-building by amending theories of the policy process and by taking a wider perspective on the role of integration in the context of transformational change processes in emerging economies. Secondly, it sets forth a set of research-based practical policy recommendations on how to foster climate policy integration in the political decision-making processes as well as the public administration structures. "Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations--some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors--all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed." From publisher website.

This book explores the role of scientific evidence within United Nations (UN) deliberation by examining the negotiation of the Sustainable Development Goals (SDGs), endorsed by Member States in 2015. Using the SDGs as a case study, this book addresses a key gap in our understanding of the role of evidence in contemporary international policy-making. It is structured around three overarching questions: (1) how does scientific evidence influence multilateral policy development within the UN General Assembly? (2) how did evidence shape the goals and targets that constitute the SDGs?; and (3) how did institutional arrangements and non-state actor engagements mediate the evidence-to-policy process in the development of the SDGs? The ultimate intention is to tease out lessons on global policy-making and to understand the influence of different evidence inputs and institutional factors in shaping outcomes.To understand the value afforded to scientific evidence within multilateral deliberation, a conceptual framework is provided drawing upon literature from policy studies and political science, including recent theories of evidence-informed policy-making and new institutionalism. It posits that the success or failure of evidence informing global political processes rests upon the representation and access of scientific stakeholders, levels of community organisation, the framing and presentation of evidence, and time, including the duration over which evidence and key conceptual ideas are presented. Cutting across the discussion is the fundamental question of whose evidence counts and how expertise is defined? The framework is tested with specific reference to three themes that were prominent during the SDG negotiation process; public health (articulated in SDG 3), urban sustainability (articulated in SDG 11), and data and information systems (which were a cross-cutting theme of the dialogue). Within each, scientific communities had specific demands and through an exploration of key literature, including evidence inputs and UN documentation, as well as through key informant interviews, the translation of these scientific ideas into policy priorities is uncovered. The intended audiences of this book include academic practitioners studying evidence to policy processes, multilateral negotiation and/or UN policy planning. The book also intends to provide useful insights for policy makers, including UN diplomats, officials and staff working to improve the quality of evidence communication and uptake within multilateral institutions. Finally, it aims to support the whole global academic and scientific community, including students of public policy and political science, by providing insights on how to input into, influence, and even shape international evidence-informed policy-making.
This monograph assesses the intersections between social tipping points (STP), a relatively understudied social-ecological concept, and various public policy concepts, such as governance, state capacity and resilience of the state and non-state actors, all within the context of the EU Eastern and Southern periphery. This unique approach is subsequently embodied in the newly created conceptual framework of how the STPs are governed and analyzed using three case studies. The goal is to examine how various state and non-state actors (transnational, private, and local) have managed to navigate the STPs triggered by migration, climate change, and geopolitics. The multi-level governance of STPs is studied within the context of the EU periphery, thus spatial and geographical determinants of the resilience are analyzed as well.

It relies on the assumption that in an increasingly culturally diverse world, individuals often enter contexts that have communal, historically determined and stable sets of values, norms and expected identities, with little cultural compass to find their bearings in them. The book goes beyond interpreting differences in people's ethnic or linguistic roots and discusses instead people's interpretive efforts to navigate different sociocultural situations. The contributors examine such situations in educational, organizational, medical and community settings and look at how participants with different levels of sociocultural competences (such as, migrant patients, migrant adult learners, children) try to cope with institutional constraints and expectations, how they understand symbols, practices and identities in institutional contexts, and how their creative adjustments come to light. The scope of this book is to map Chinäs city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of Chinäs historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, Chinäs city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban¿rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban¿rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with Chinäs sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends.We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. While the focus is on Chinäs city clusters, we believe there are similar examples elsewhere. Hence, lessons learnt from this book could apply to other countries, regions, and subregions. Lastly, the book aims to put regional sustainable development at the heart of longer-term strategies and plans, such as the case of Chinäs carbon neutrality plan.
Influence of ¿hard¿ law on national policies still is a central topic in Europeanisation research. One aspect often overlooked is the impact of ¿soft¿ law instruments such as the ¿Open Method of Coordination¿ (OMC). Through the OMC all member states agree on common goals and exchange ¿best practices¿ to improve policy coordination in a certain area without the obligation (how) to design policies. OMC impacts in individual member states have been studied extensively, yet a comparative perspective explaining their variance is lacking. This study by Niclas Beinborn tries to fill this gap by analysing the different impacts of a recent OMC: the European Youth Strategy 2010 (EUYS). His analysis is twofold: in a first step he applies theory-driven fuzzy-set QCA to a novel dataset depicting the variance of national activities around the EUYS. As causalities remain unclear, in a second step he presents an innovative analysis framework encompassing two dimensions ¿ national motivation and relative openness to implement non-binding EU law ¿ to define ideal types of OMC adaptation. Case studies on the EUYS in Germany and Ireland proof the potential of this framework to explain why and how OMCs work (differently).

This book utilises comparative diachronic and synchronic analyses to investigate models of national urban agendas. Encompassing cases from Europe, North America, South America and Asia, it examines the changing global geography of national urban agendas since the second post-war period. The book demonstrates that whilst some discontinuities and differences exist between countries, they each demonstrate a common systematic investment in urban policies, that are considered as programmes of intervention and funding schemes for cities. Introducing the institutional logics perspective to street-level analysis, this book examines how street-level workers deal with the institutional logics that guide their organization - whether they follow or challenge them. While doing so, the book develops a theoretical framework to study street-level workers' institutional agency within organizations from different institutional backgrounds. The book conceptualizes street-level workers as institutional entrepreneurs and presents an original process model to capture deinstitutionalization efforts in street-level discourse. This ordinal model accounts for embedded agency and institutional entrepreneurship as well as for more gradual moves towards deinstitutionalization through the hybridization of institutional logics. The author tests the model empirically using interview data and discusses how street-level workers diverge from the institutional logic of their organization in almost two thirds of their statements, indicating a tendency towards institutional entrepreneurship. The book finally combines two literature strands: institutionalism and implementation research, showing how street-level workers may be perceived as institutional entrepreneurs.This book will appeal to students, scholars, and researchers of political science, public policy, public administration, and organizational studies, as well as to practitioners and policy-makers interested in a better understanding of institutional entrepreneurs, street work, and the institutional logics perspective.

This book presents a holistic perspective and analysis of democratic practice, processes, and governance in South Africa. It examines the development in the South African governing system and its response to the challenges of the crisis of governance under the influence of the African Peer Review Mechanism (APRM). While doing so, the book's central objective is to examine the progress of the South African government in strengthening democracy and political governance. Each of the contributions follows a similar structure and addresses the following thematic issues: (1) Assessment of the implementation of the core APRM-related programs; (2) Identification of areas of excellence and prognosis for further improvement; (3) Identification of the weak areas of each and how to make the future implementation better, (4) Identification areas to improve democracy and political governance. A self-assessment strategy initiated by the African Union (AU) in 2002 and adopted in 2003, the APRM is a voluntary mechanism adopted by countries in the African continent to improve governance in general. It serves as a tool for sharing experiences, reinforcing best practices, identifying deficiencies, and assessing capacity-building needs to foster policies, standards, and practices that lead to political stability, high economic growth, sustainable development, and accelerated sub-regional and continental economic integration. This book examines the connections between poverty and innovation in Africa. Through case studies and theorizations from a distinctly African perspective, it stands in contrast to current theoretical works in the field, which remain very much rooted in Western-orientated thinking. The book investigates the application of methodologies which explain numerous African contexts in connection with issues of poverty and inequality. It reflects on comparative practices and praxes on the African continent, including commonplace traditions and practices in alleviating poverty, taken against a background of the failure of current prescriptions for poverty alleviation, such as the Structural Adjustment Programmes (SAPs) and the Poverty Reduction Strategy Papers (PRSP). This book provides an analysis of the various challenges and opportunities facing the Japanese broadcasting industry. It is the first book in English that explores how Japanese broadcasting, especially commercial broadcasting, fulfills its social mission under the threat of the increased popularity of Internet-based media services as it reexamines the role and nature of broadcasting. During a series of disasters and the spread of the new coronavirus in Japan, while varied media connected people and supported socio-economic activities, broadcasting continued to be the most trusted. However, as Internet media attract increasing attention, the trend in broadcast viewership is downward. Commercial broadcasting, in particular, will be strongly affected by that trend and the impact of the shrinking population. Recognizing that such dramatic technological and environmental changes are under way, in addition to the eleven researchers participating in the visiting researcher committee at the Research Institute of the Japan Commercial Broadcasters Association (JBA), four research collaborators and the secretariat (director of the JBA) have contributed to this book. They have taken up issues related to challenges and opportunities for the broadcasting industry based on their respective areas of awareness of the problems, including policies for broadcasting, fake news, disaster responses, viewer trust in television programs, competition with Internet-based services, and the business model for broadcasting.
