This book is the first to consider the roles, challenges and governance responses of secondary cities in southern Africa to changing circumstances. Among the challenges are governance under conditions of resource scarcity, managing informality, the effects and responses to climate change and the changing roles of the cities within the national space economy. It fills the gap in the literature on secondary cities with original case studies drawn from South Africa, Zimbabwe and Mozambique. The authors are all African scholars, working and living in the region with intimate knowledge of the settings they describe. The book is critical as it includes such regional case studies of different secondary cities in Southern Africa but also because of it¿s multidisciplinarity: it contains substantive and pertinent issues such as climate change, disaster management, local economic development, and basic services delivery. It considers diverse environments, yet with similar challenges that could provide useful policy and governance proposals for other cities.

This book will provide a comprehensive discussion of groundwater sustainability, including what it is, how its definition has changed over time, why traditional assessments of it are wrong, how assessments of it are ideally multidisciplinary efforts recognizing that policy is more controlling of outcomes than science, and why achieving it is difficult once pumping exceeds sustainable levels of pumping. The book will provide a nontechnical background of hydrogeology relevant to groundwater sustainability and present several case studies from around the United States and the world. The book has been designed to appeal to academics, students, and practitioners. Academics, particularly those just getting into the subject, will find the book a useful entry in terms of management concepts and political realities of attempting to achieve groundwater sustainability. It will also be useful to academics in that the book will include discussions on the history and development of groundwater sustainability and the practical aspects of aspiring to and achieving sustainable production. Although not a textbook, the book could be used as the basis for teaching a course or as a supplement to a hydrogeology or groundwater management class. Lobbying is not only the subject of ongoing, heated debates in politics and the public sphere but has also been a focus of the social sciences for decades. This edited volume provides an overview of the current state of research on lobbying from the perspective of Public Choice as a subfield of political science and economics. After a brief introduction to the field, Part I provides an overview of basic concepts and political-economic theories of lobbying from the standpoints of various subfields of Public Choice. Subsequently, Part II investigates the various channels used by interest groups to influence policymakers, such as party donations, informational lobbying, hiring politicians, etc. These chapters also discuss the possibilities and limits of regulating the respective channels. Lastly, Part III sheds light on lobbying in selected regions (i.e., the United States, European Union, Russia, and China).

The autonomy granted to local communities (such as towns, municipalities, and city-states) by larger, central powers (such as empires, kings, lords, and central states) is a recurrent feature of European history over time, from Antiquity to the contemporary period. This volume explores the political, social, and cultural aspects of this feature in a diachronic and comparative perspective, from the Roman Empire to today's city partnerships. To this end, it uses the concept of polycentric governance. Originally developed by political economist Vincent Ostrom in the 1960s and then expanded by the 2009 winner of the Nobel Prize in Economics, political scientist Elinor Ostrom, this concept characterises the interdependent system of relations between different actors involved in a process and, for that reason, it is frequently used in policy studies. This volume applies the concept of polycentric governance to historical studies as a heuristic device to analyse the multilayer systems into which cities were integrated at various points in European history, as well as the implications of the coexistence of different political structures. Fourteen chapters examine the structures, the dynamics, and the discourse of polycentric governance through various case studies from the Roman Empire, from medieval towns, from early modern Europe, and from contemporary cities. The volume suggests that for extended periods of time throughout European history, polycentric governance has played a pivotal role in the organisation and distribution of political power.

This book conceptualizes the EU¿s ambition at exercising a ¿joined up approach¿ (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states¿ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach.
