The scope of this book is to map Chinäs city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of Chinäs historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, Chinäs city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban¿rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban¿rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with Chinäs sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends.We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. Emergency regimes may allow for the suspension or limitation of normal constitutional government and even human rights. Those measures are not a license for authoritarian rule, but they must conform to legal standards of necessity, reasonableness, and proportionality that limit state action in ways appropriate to the maintenance of the rule of law in the context of a public health emergency. Bringing together established and emerging African scholars from ten countries, this book looks at the impact government emergency responses to the pandemic have on the functions of the executive, the legislature, and the judiciary, as well as the protection of human rights. Der Windkraftausbau an Land im Zuge der Energietransformation nimmt Einfluss auf das Erscheinungsbild der Bundesrepublik und verändert die Lebenswelt von Bürger*innen. Die Akzeptanz- und Beteiligungsforschung beschreibt soziale Einflussfaktoren und Voraussetzungen für die erfolgreiche Implementierung von Transformationsprozessen. Die Beteiligung von Bürger*innen an politischen Entscheidungen ist auch für den Windkraftausbau erfolgskritisch. Die vorliegende Studie untersucht mittels qualitativer empirischer Methoden die Qualität informeller Bürgerbeteiligungsprozesse am Beispiel zweier Windausbaugebiete. Durch die Befragung von Beteiligungsexpert*innen, Gemeindevertreter*innen und Bürger*innen wurden Herausforderungen und Potentiale analysiert. Die Ergebnisse legen offen, dass vielfältige Defizite bestehen, welche schlimmstenfalls dazu führen, dass das eigentlich wirkungsvolle Instrument der Beteiligung selbst an Akzeptanz einbüßt. Ein Wirkmodell fasst akzeptanzmindernde Faktoren zusammen und verdeutlicht, wie diese auf lange Sicht das Vertrauen in das politische System mindern könnten. In the nineteenth and twentieth centuries, thousands of pupils attended boarding schools in various places across the globe. Their experiences were vastly different, yet they all had in common that they were separated from their families and childhood friends for a period of time in order to sleep, eat, learn and move within the limited spatial sites of the boarding school. This book frames these ¿boarding schools¿ as a global and transcultural phenomenon that is part of larger political and social developments of European imperialism, the Cold War, and independence movements. Drawing together case studies from colonial South Africa, colonial India, Dutch Indonesia, early twentieth-century Nigeria, Fascist Spain, Ghana, Nazi Germany, nineteenth-century Ireland, North America and the Soviet Union, this edited collection examines the ways in which boarding schools extracted pupils from their original social background in order to train, mold and shape them so that they could fit intothe perceived position in broader society. The book makes the broader argument that framing boarding schools as a global phenomenon is imperative for a deepened understanding of the global and transnational networks that linked people as well as ideas and practices of education and childhood in the nineteenth and twentieth centuries.

Introducing the institutional logics perspective to street-level analysis, this book examines how street-level workers deal with the institutional logics that guide their organization - whether they follow or challenge them. While doing so, the book develops a theoretical framework to study street-level workers' institutional agency within organizations from different institutional backgrounds. The book conceptualizes street-level workers as institutional entrepreneurs and presents an original process model to capture deinstitutionalization efforts in street-level discourse. This ordinal model accounts for embedded agency and institutional entrepreneurship as well as for more gradual moves towards deinstitutionalization through the hybridization of institutional logics. The author tests the model empirically using interview data and discusses how street-level workers diverge from the institutional logic of their organization in almost two thirds of their statements, indicating a tendency towards institutional entrepreneurship. The book addresses in detail local governance in Spain. In recent decades, local governments in Europe have increasingly found themselves under pressure from a multitude of new challenges, such as demographic change, climate change, fiscal austerity policies, digitization, the demand for more citizen participation in local affairs, and the migration crisis in some of them, to name just a few. Consequently, a wave of political and administrative reforms to address these challenges, pressures and problems, has changed local governance in many countries. In part, these changes were the result of reform policies introduced by national and state governments, often triggered by austerity policies, which has become an overwhelming reality for Spanish local governments that have been forced to introduce innovations in local governance. This book aims to give an account of these innovations in local governance in Spain.This book considers the local political-administrative structure in its dimensions, focusing on the analysis of its party system, electoral competition and political behavior in the local arena, as well as on local finances, all of which are determining elements in urban and rural governance processes. On the occasion of the recent crisis unleashed by Covid-19, the book will also deal with local governance in crisis situations. The book will also contextualize local governance processes in Spain in relation to the trends in local governance observed in other European countries.

This book on the politics of electoral reform in Central Europe since 1989 explains by whom, why, and how the electoral rules were changed in Central Europe in the post-Communist period. Examining the contextual factors affecting, underlying, and/or initiating these changes, the book identifies main actors, their motivations, and other circumstances surrounding the electoral reform processes. It further explores their political consequences, particularly on proportionality and personalization.Based on a detailed analysis of electoral reform processes in Czechoslovakia, Czechia, Hungary, and Slovakia over the past thirty years, the book discusses how the politics of electoral reform in Central Europe is mostly driven, controlled, and decided by politicians, with other actors being either overlooked or ignored. Finally, it argues that most of the cases were imposed by an elite majority, with the sole exception of the Czech Republic, where the politics of electoral reform were influenced by the intervention of the constitutional court as an external actor.The book will appeal to students, researchers, and scholars of political science interested in a better understanding of electoral politics in general, as well as democratic transformation processes and electoral reform in Central Europe.

This book presents a holistic perspective and analysis of democratic practice, processes, and governance in South Africa. It examines the development in the South African governing system and its response to the challenges of the crisis of governance under the influence of the African Peer Review Mechanism (APRM).
