    The objective of this paper was to show the contribution of external partners to the decentralization process in Burkina Faso. To do this, the author looked at the activities of the Fonds d'Investissement pour les Collectivités Décentralisées (FICOD), an implementation structure set up by the German financial cooperation agency, KFW, to support the communes of the Eastern, Central-Eastern and South-Western regions in their socio-economic infrastructure needs. It is divided into two (02) main parts:- the presentation of FICOD-B/East and its procedures for obtaining financing- the impact study of the activities of the Infrastructure Component.Each part has two (02) chapters.the document was able to highlight the enormous contribution of FICOD in the realization of a certain number of socio-economic infrastructures for the benefit of these communes. The amounts injected are enormous with nearly 5,857,477,550 FCFA, or about 9,000,000 euros.

    The old traditional public administration (The Weberian Ideal Model of Administration) was rules-bound, bureaucratic, hierarchical, and overall very inefficient. This traditional public administration according to Jooste (2008), was based on the principal-agent theory, where within the context of the public service, the citizens, or the general public(principal) were dependent on public bureaucrats (agents) to share information, instead of promoting ¿information silos¿ by not sharing information beyond their self interest, thereby creating a situation of¿information asymmetry¿.
