It is responsible for maintaining international peace and security. The UNSC has veto power for its member states, which allows them to reject or approve its resolutions. Regional organizations are organizations that include groups of countries located in the same region. These organizations often aim to promote regional cooperation, peace, and security. Prior to the events of February 2022, political interference was one of the most significant challenges in Russia-West relations. These proceedings reflect a series of discussions among U.S., Russian, and European Union nongovernmental experts who were convened in 2020-2021 to discuss mutual concerns regarding political interference and to find common ground on measures to address them. Even before February 2022, the European Union, the United States, and Russia had divergent interests, values, and worldviews, as well as significant mutual grievances. Despite these divergences and grievances, the assembled experts came to the view that all parties would have benefited from the establishment of mutually agreed-upon measures to mitigate the destabilizing impacts of political interference. In a text agreed on in January 2022, the expert group proposed the following measures: (1) increase transparency regarding interpretations of prohibited interference, (2) enhance dialogue on interference, (3) establish self-restraint commitments (regarding election-related infrastructure and hack-and-leak operations), (4) develop technical measures to demonstrate compliance with self-restraint commitments, (5) create guidelines to limit cross-border manipulation of social media, (6) relax restrictions on foreign broadcasters, and (7) formulate declarations of intent not to interfere.

RAND researchers hosted a subject matter expert workshop, supplemented by an in-depth literature review, to determine proposed courses of action to reduce security threats from and meet international standards for prisons holding presumed former Islamic State of Iraq and Syria (ISIS) fighters. The prisons are insecure and require physical reinforcements, otherwise they will continue to present a danger to the region and world given their potential for fueling an ISIS resurgence. Prisoners, including youth, remain in legal limbo with no internationally agreed-on justice procedures or specific legal charges, potentially leading to indefinite detention in poor living conditions. RAND's research and discussions revealed that the situation of the ISIS prisoners carries four problems and risks that can be mitigated through both short-term courses of action and medium-term policy directions.

The U.S. defense strategy and posture have become insolvent. The tasks that the nation expects its military forces and other elements of national power to do internationally exceed the means that are available to accomplish those tasks. Sustained, coordinated efforts by the United States and its allies are necessary to deter and defeat modern threats, including Russia's ongoing war in Ukraine and reconstituted forces and China's economic takeoff and concomitant military modernization. This report offers ideas on how to address shortcomings in defense preparations.

Yet few studies discuss the notion of inclusion and what it entails in intergovernmental negotiations. This book delves into the UN's relationship with CSOs, exploring who participates in negotiations and how their input is integrated into ratified documents. Drawing on ethnographic research, the author uncovers the complexities of accreditation, participation, and the interpretation of CSOs' contributions. Offering a sociological analysis, she highlights the increased exclusion of CSOs despite their apparent inclusion in institutions of global governance unbounded to public accountability. Leah R. Kimber examines the practices of exclusion CSOs are subjected to in UN negotiations by opening the machinery of intergovernmental negotiations in light of the UN's future and legitimacy.

The post-war reconstruction effort in Ukraine might be the largest post-war rebuilding effort in modern history. Both the United States and Europe have begun to plan for Ukraine's success. The authors of this report examine previous post-war and post-natural disaster reform and reconstruction efforts to draw lessons and inform policymakers. They also discuss security arrangements, which will be essential for the success of reconstruction. While reconstruction in Iraq and Afghanistan was more recent, Ukraine is fundamentally different. Instead, more-relevant lessons can be drawn from the truly transformative reform and reconstruction efforts in Western Europe following World War II, Central and Eastern Europe following the Cold War, and the Western Balkans following the wars in the former Yugoslavia. In all of these cases, the United States provided seed money and security, and the Europeans provided the bulk of the funding and advanced the process of European integration.

As outer space becomes more congested, contested, and competitive, the risks to space safety, security, and sustainability heighten. Against this backdrop, the authors used a review of relevant literature and official documents, as well as interviews and workshops with subject-matter experts, to identify possible lessons for future space traffic management (STM) from past approaches to international traffic management and common resource management and offer recommendations to make progress in STM. Lessons from the history of the maritime and air domains and the development and implementation of international organizations within those domains help provide a pathway for the development of an international space traffic management organization (ISTMO). An ISTMO will need to achieve sufficient legitimacy and operational power to effectively manage the space domain.

Whenever and however Russia's invasion of Ukraine ultimately ends, the U.S.-Russia relationship is likely to remain hostile in its aftermath. Over the long term, however, the United States will have incentives to reduce the risks and costs of its relationship with Russia in order to focus on other challenges, such as China. Future U.S. policymakers might therefore wish to again consider a limited less-hardline approach toward Russia. Supporters of such approaches contend that limited less-hardline approaches can reduce an adversary's insecurity, moderate its behavior, and reduce the costs and risks associated with competition between the two countries. Critics are reluctant to make concessions to U.S. rivals and worry that softening the U.S. stance could embolden a rival to become more demanding and aggressive. The authors used four historical case studies of limited less-hardline approaches with strategic similarities to the U.S.-Russia relationship before the war in Ukraine to evaluate these competing claims. These cases were (1) negotiations between Britain and Russia over Central Asia from 1899 to 1914 (2) U.S.-Soviet negotiations on the post-World War II order from 1945 to 1946, (3) the U.S.-Soviet dâetente from 1969 to 1975, and (4) the U.S.-Russia reset from 2009-2013. The authors found that such approaches have led to durable but narrow gains without emboldening the rival to be more demanding or aggressive. These limited policies also have limited effects. They only reduce a rival's threat perceptions modestly and do not prevent future deterioration of the relationship over outstanding conflicts of interest.

In 2015, the Old Fadama slum of Accra, Ghana was a government 'no-go zone' due to the generally lawless environment. Participatory action researchers (PAR) began working with three stakeholders to resolve complex challenges facing the community and city. In three years, they created a PAR cross-sector collaboration intervention incorporating data from 300 research participants working on sanitation. In 2018-2019, the stakeholders addressed the next priorities: community violence, solid waste, and a health clinic. The PAR intervention was replicated, supporting kayayei (women head porters) in Old Fadama, the Madina slum of Accra and four rural communities in northern Ghana. The process expanded, involving 2,400 stakeholders and an additional 2,048 beneficiaries. Cross-sector collaboration worked where other, more traditional development interventions did not. This PAR intervention provides developing-country governments with a solution for complex challenges: a low-cost, locally-designed tool that dramatically improved participation and resulted in projects that impact the public good.

This book makes a unique contribution to understanding the role of nongovernment organisations in promoting peace and development and gender issues in the South West Pacific.

"The Fortunate Few is first and foremost a book about the men and women who volunteered their time and skills to improve the lives of millions throughout the International Voluntary Services (IVS). Here, nearly one hundred of theses volunteers speak about their service years and the impact their had on third futures and the people they served, often at great cost to themselves. Nearly a dozen volunteer died, victims of the armed conflict that raged across Southeast Asia with the war in Vietnam. The effectiveness of IVS volunteers would eventually lead to the creation of a number of other international volunteer agencies including the Peace Corps"--

The Australian Council for International Development is the peak body of Australian international development NGOs. This book explores ACFID's history since its founding in 1965, drawing on current and contemporary literature as well as extensive archival material.

Non-state actors are not new, but they have never before reached their present strength. Among the plethora of non-state actors are thousands, if not millions, of non-governmental organizations (NGOs) which play a significant role in the global system and whose role is likely to increase in the future. The proliferation of NGOs is of such scale, scholars refer to it as a global associational revolution. By considering NGOs throughout much of the world, Kaloudis focuses on the reasons for the growth of NGOs particularly since the end of the Cold War, the functions of NGOs, assessment of NGOs, and their place in the global system. The author also shows the ambivalent and often paradoxical role of NGOs, which is reflected in the works of scholars and the actual behavior of NGOs themselves.

Russia has defined its national interests in terms of resisting the U.S.-backed European integration system, challenging or supplanting U.S. influence around the globe, and pursuing an "independent foreign policy" that could bring it into conflict with China at some point in the future. Under the conditions present at the time of this writing, a great power war with the North Atlantic Treaty Organization (NATO) is the most likely large-scale scenario for which the Russian military must prepare.
