Les succès mêmes qui n'eurent lieu qu'après la terreur furent néanmoins l'effet de l'impression qu'elle avait produite. Elle détruisit les usages et les habitudes qui auraient lutté contre les institutions nouvelles. Pour ne pas suc¬comber à la violence des moyens employés contre elle par les ennemis, il en fallait d'aussi violents: il en fallait de plus violents pour les détruire. Conso¬lidée par la terreur, la république aujourd'hui est une excellente institu¬tion: il faut l'adopter. Rome fut de même fondée par des brigands, et cette Rome devint la maîtresse du monde.
