Our country is still in the midst of the greatest war in the history of mankind. Already our sons and brothers have died in Europe. While the sacrifice is great, and each day comes home more closely to us, there must be no ceasing of the conflict until victory is assured. The principles of Christ must prevail, and democracy must be given some chance in the world. Because we believe this, because we love our country, because we wish to see our country truly noble and great, I am once more asking your attention to the vital subject of the place of the Negro in our American life.
IN his lecture on "The Poetic Principle," in leading down to his definition of poetry, Edgar Allan Poe has called attention to the three faculties, intellect, feeling, and will, and shown that poetry, that the whole realm of aesthetics in fact, is concerned primarily and solely with the second of these. Does it satisfy a sense of beauty? This is his sole test of a poem or of any work of art, the aim being neither to appeal to the intellect by satisfying the reason or inculcating truth, nor to appeal to the will by satisfying the moral sense or inculcating duty. The standard has often been criticised as narrow; yet it embodies a large and fundamental element of truth. If in connection with it we study the Negro we shall find that two things are observable. One is that any distinction so far won by a member of the race in America has been almost always in some one of the arts; and the other is that any influence so far exerted by the Negro on American civilization has been primarily in the field of aesthetics. To prove the point we may refer to a long line of beautiful singers, to the fervid oratory of Douglass, to the sensuous poetry of Dunbar, to the picturesque style of DuBois, to the mysticism of the paintings of Tanner, and to the elemental sculpture of Meta Warrick Fuller. Even Booker Washington, most practical of Americans, proves the point, the distinguishing qualities of his speeches being anecdote and brilliant concrete illustration.
The work of the Fireside Schools was begun in 1884 by Joanna P. Moore, who was born in Clarion County, Pennsylvania, September 26, 1832, and who died in Selma, Alabama, April 15, 1916. For fifty years Miss Moore was well known as an earnest worker for the betterment of the Negro people of the South. Beginning in the course of the Civil War, at Island No. 10, in November, 1863, she gave herself untiringly to the work to which she felt called. In 1864 she ministered to a group of people at Helena, Arkansas. In 1868 she went to Lauderdale, Mississippi, to help the Friends in an orphan asylum. While she was at one time left temporarily in charge of the institution cholera broke out, and eleven children died within one week; but she remained at her post until the fury of the plague was abated. She spent nine years in the vicinity of New Orleans, reading the Bible to those who could not read, writing letters in search of lost ones, and especially caring for the helpless old women that she met. In 1877 the Woman's American Baptist Home Mission Society gave her its first commission.

In the following pages an effort is made to give fresh treatment to the history of the Negro people in the United States, and to present this from a distinct point of view, the social. It is now forty years since George W. Williams completed his History of the Negro Race in America, and while there have been many brilliant studies of periods or episodes since that important work appeared, no one book has again attempted to treat the subject comprehensively, and meanwhile the race has passed through some of its most critical years in America. The more outstanding political phases of the subject, especially in the period before the Civil War, have been frequently considered; and in any account of the Negro people themselves the emphasis has almost always been upon political and military features. Williams emphasizes this point of view, and his study of legal aspects is not likely soon to be superseded. A noteworthy point about the history of the Negro, however, is that laws on the statute-books have not necessarily been regarded, public opinion and sentiment almost always insisting on being considered. It is necessary accordingly to study the actual life of the Negro people in itself and in connection with that of the nation, and something like this the present work endeavors to do. It thus becomes not only a Social History of the race, but also the first formal effort toward a History of the Negro Problem in America.

Immediately after the war legislation enacted in the South made severe provision with reference to vagrancy. Negroes were arrested on the slightest pretexts and their labor as that of convicts leased to landowners or other business men. When, a few years later, Negroes, dissatisfied with the returns from their labor on the farms, began a movement to the cities, there arose a tendency to make the vagrancy legislation still more harsh, so that at last a man could not stop work without technically committing a crime.
