The present essay, elaborated to participate in this valuable call made by the local government of Nuevo Chimbote, to whom we are very grateful in advance; it gathers aspects of the formation in its beginnings, the managements and the most important actions developed by the citizens of Santeña organized in the citizen collectives. This rich experience of citizen participation carried out in our district, we try to capture in this work, undoubtedly with these experiences at the same time we try to expose them to be collected by the local governments of the province - initially - and then generalize them throughout the region and if possible throughout the country.

It deals with the participation of the district of Santa in the independence of Peru.It describes geographically the location, history, production of the district.The description of the historical fact as it was the Battle of the Port of Santa and the process of arrival, disembarkation, armed confrontations with the Hispanic forces stationed in Santa, the taking of the town of Santa, the plundering, the wounded in the battle, the dead and the burial of but of 150 deceased by a pandemic called the "Black Plague".50 Ultima is what refers to the livestock, food and after gathering the supplies shipped on board in the valley, mainly from the hacienda "El Puente", and we describe and other aspects of the contributions to the Holy Independence.We highlight the figure of the patriot priest Don Cayetano Requena Fonseca, first congressman before the First Constituent Congress.
