    La movilización internacional por el respeto a los derechos humanos en razón a la invasión del territorio tibetano por parte del gobierno de la República de China, se realza a partir de la distinción del XIV Dalai Lama con del premio Nobel de paz en 1989, lo que ilustra bien las estrategias idealistas para estructurar el sistema internacional sobre parámetros morales que incluyan la autodeterminación de los pueblos, es decir la independencia del Tíbet. Sin embargo, este espíritu autonomista choca con las medidas realistas del Estado representado por el gobierno central chino, enfocado en los intereses de desarrollo económico y la soberanía nacional, que le ha hecho prohibir la reencarnación a todos aquellos budistas que vivan por fuera de la República, mediante el Decreto emitido en 2007. Ello pone en manifiesto el deseo de abolir el sistema Tulku, vigente al interior del budismo tibetano desde el siglo XI y el anuncio hecho por el Dalai Lama desde el año 2007, respecto de la posibilidad de efectuar su 15° reencarnación en el cuerpo de una mujer.

    The Covid-19 pandemic signifies a turning point in terms of sexual abuse of children and adolescents, since the closer coexistence between victims and perpetrators led to an increase in the frequency and frequency of occurrence of these crimes. Thus, there is a contradiction between the effects expected by the legislator regarding the effectiveness of Article 199 of Law 1098 of 2006, compared to the figures registered by the Institute of Legal Medicine and Forensic Sciences for children and adolescents between 2018 and 2021. From this it can be established that despite the stiffening of penalties for rapists and murderers of this population (reflected in Art. 199 of the Law on Childhood and Adolescence and Art. 83 of the Colombian Penal Code), there is a manifest inability to interpret the mentality of the perpetrators, and thus achieve a decrease in the frequency with which the crime is committed. Thus, the problem is analysed from the perspective of one of the auxiliary sciences of law, represented in the Manual of Legal Psychology by Emilio Mira y López, published in 1932, the only one of its kind to date.

    Traditionally, international relations are thought of as a dynamic led by national governments, but the population growth of cities has modified this behavior, as there are now local governments that must plan and execute as national governments. This research opens the door to two topics that do not belong to the main guidelines of international relations: first, city diplomacy visible in the dynamics of city networks, and second, the interpretation of environmental risk in terms of solutions. Both, visible in the performance carried out by the government of the city of Bogota during the period 2013 -2016, which due to the characteristics of its territory, developed its performance in environmental matters enough to make its way and become a relevant actor within the construction of global environmental governance. Thus, a micro actor that changed the performance of the macrostructure due to the implementation of South-South and triangular cooperation, which is a legacy that remains to this day in the development of network cooperation.
