La vraie manière de compléter ces écrivains serait de montrer ce que nos expériences ont ajouté à leur science, et ce ne serait point là non plus une trop grande ambition, car il n'est aucun temps de l'histoire où les idées des hommes aient été plus ouvertement et plus bravement affichées, où il soit plus aisé de lire la destinée des peuples dans les croyances qu'ils embrassent. Ce ne sont pas seulement des armées, ce sont des esprits qui s'entrechoquent des extrémités opposées de l'horizon moral. Malgré l'horrible mêlée, rien de plus lumineux ni de mieux réglé que cette bataille de quatre-vingts années, à peine interrompue par une trêve que repousse également la conscience des deux partis. Dans cet intervalle, chaque individu fait tout ce qu'il doit faire, chaque peuple reçoit la destinée qu'il se donne. Depuis bientôt un demi-siècle, tout a servi à l'infatuation de l'esprit humain. Après les immenses guerres de l'empire, les hommes s'étaient trouvés dans une paix profonde; comme ils n'avaient point prévu l'issue de la guerre, ils crurent aisément aussi que la paix ne devait pas finir. Chacun fit le dénombrement de ses conquêtes tant morales que politiques, et les vainqueurs et les vaincus vantèrent également leur butin. Soit illusion, soit vérité, soit qu'après une si grande dépense de sang, après tant de travaux surhumains, le repos seul passât pour un progrès, il est certain qu'au sortir de l'effroyable mêlée, il n'y eut personne qui ne crût avoir gagné quelque chose. Ce que l'on appelait le régime parlementaire ayant surgi tout à coup, on jugea volontiers de ce qu'il valait par ce qu'il avait coûté, et l'on conclut que des biens ne pouvaient nous être ôtés qu'on avait payés si cher. Cette confiance dans la victoire inspira aux hommes nouveaux une modération si grande, qu'il fut d'abord difficile de dire s'il y entrait plus d'orgueil ou de générosité; mais ce sage équilibre ne fut pas gardé longtemps. L'esprit humain, de plus en plus assuré d'être le maître, ne tarda pas à afficher des airs de glorieux...
