À la suite d'un vibrant discours lors de la séance du 25 mars 1861 au parlement italien, Cavour affirme que Rome doit être la capitale nécessaire au royaume d'Italie: il rappelle les profondes raisons historiques de cette décision et se montre confiant que, dans la restitution de Rome à l'Italie et de la fin du pouvoir temporel de l'Église, l'autorité des papes et l'autonomie de leur magistère spirituel n'aurait subi aucune diminution et même un plus grand prestige moral. Rome est protégée par Napoléon III qui est, en même temps, le principal allié et protecteur du nouveau royaume d'Italie. Par la convention de septembre, signée en 1864, le gouvernement italien garantit l'autonomie des États pontificaux et fait transférer la capitale de Turin à Florence qui le restera de 1865 à 1871. Garibaldi, pour sa part, mène une action militaire qui vise à la conquête de Rome et se conclut par la journée d'Aspromonte et la bataille de Mentana entre les troupes franco-pontificales et garibaldiennes (3 novembre 1867)...
