L'auteur de deux livres qui resteront, l'Individu et l'État, et la Centralisation, Dupont-White, n'a pas obtenu, pendant sa vie, la place que ses écrits auraient dû lui assurer dans l'estime publique. Économiste, il eût mérité d'être de l'Institut, et écrivain politique, de l'Académie. Si j'ose m'exprimer ainsi, c'est que je puis invoquer une autorité que nul ne contestera, celle de Stuart-Mill, qui, peu de temps avant sa mort, me disait qu'il plaçait notre ami commun au tout premier rang parmi nos contemporains. Sa haute valeur n'a pas été reconnue, parce que ses idées étaient en opposition avec celles des différentes écoles qui se partageaient l'opinion de son temps. C'était le moment où le libéralisme, plein de confiance en la doctrine du laissez-faire, exaltait l'individu et voulait enlever à l'État presque toutes ses attributions, ne lui reconnaissant plus guère d'autre fonction que celle de préparer sa destitution. Dupont-White prétend prouver que, tout au contraire, plus la civilisation progresse, plus s'étend le rôle du pouvoir. Il était aussi de mode alors d'accuser des maux, parfois imaginaires, dont on se plaignait, l'excès de centralisation légué par l'empire, et l'on se plaisait à citer comme contraste et comme modèle à imiter l'Angleterre et l'Amérique. Dupont-White soutient une thèse tout opposée. C'est à la centralisation que la France doit sa grandeur et les qualités particulières qui la placent en tête des nations. La race anglaise a les siennes, sans doute, très grandes et très favorables à l'accumulation de la richesse et à l'accroissement de la puissance; mais elles n'ont nullement pour source le gouvernement local, lequel, d'ailleurs, n'existe pas en Angleterre...
