Edito nel 1870, ma scritto nel 1868, prima della presa di Porta Pia, il romanzo prende le mosse dalla vicenda immaginaria di una bellissima popolana romana, Clelia, la perla di Trastevere, che un alto prelato spregevole e corrotto, il cardinale Procopio, factotum di Pio XI, vorrebbe concupire, per descrivere la Roma papalina, una città dove dominano l'oscurantismo, il dispotismo e la turpitudine dei preti e di tutto il clericume, istrumento principale dell'abbassamento e del servilismo del glorioso popolo romano: solo il prete poteva cambiar nell'ultimo popolo della terra, questo "che nacque in una regione ove l'uomo crebbe più grande che in qualunque altra contrada del mondo". Alla prima parte romanzata segue una seconda più cronachistica che narra gli avvenimenti del 1867, dall'attentato alla caserma Serristori il 22 ottobre al sacrificio dei fratelli Cairoli, dall'occupazione di Monterotondo da parte dei volontari guidati da Garibaldi stesso alla loro sconfitta nella battaglia di Mentana.
