In Côte d'Ivoire ist die Korruption in der Verwaltung der öffentlichen Angelegenheiten sehr hartnäckig, obwohl der Staat mehrere Maßnahmen ergriffen hat, um dieses soziale Phänomen wirksam zu bekämpfen. Um dieses Paradoxon zu verstehen, wurde eine Analyse der geltenden Gesetze zur Bekämpfung der Korruption in Côte d'Ivoire durchgeführt. Dabei wurden zehn (10) wesentliche soziologische Schwächen festgestellt, die dazu führen, dass die Gesetze die Widerstandsfähigkeit gegen Korruption stärken, anstatt sie erheblich zu schwächen. Um die Wirksamkeit der Korruptionsbekämpfung in Côte d'Ivoire zu erhöhen, hat der Autor diese zehn (10) soziologischen Schwächen herausgearbeitet. Auf der Grundlage dieser Daten hat er einen Gesetzesvorschlag zur Prävention und Bekämpfung von aktiven, passiven und geschützten Formen der Korruption vorgelegt. Auf diesen Gesetzesvorschlag folgt ein Test, der ihn operationalisiert, um seine Wirksamkeit auf das Verhalten des Akteurs in Bezug auf dessen Fähigkeit zu messen: -ein Bestechungsangebot zu machen;-ein Bestechungsangebot anzunehmen;-und über eine Korruptionshandlung, an der er beteiligt ist, zu schweigen.

In Côte d'Ivoire, corruption persists strongly in the management of public affairs, despite a number of measures taken by the State to effectively combat this social phenomenon. To understand this paradox, an analysis of current anti-corruption legislation in Côte d'Ivoire was carried out. It revealed ten (10) major sociological weaknesses, which mean that it reinforces the capacity to resist corruption rather than considerably weakening it. With a view to increasing the effectiveness of the fight against corruption in Côte d'Ivoire, the author has highlighted these ten (10) sociological weaknesses. On the basis of these data, he has drafted a bill to prevent and combat active, passive and protected forms of corruption. This proposed law is followed by a test to operationalize it, in order to measure its effectiveness on the behavior of the actor in relation to his capacity:-to make a bribe ;-to accept a bribe; and-and to remain silent about a corrupt act involving him.

The intellectual must be a solution and not a problem for his country. The intellectual must not realize himself on the ruins of his country's life. He must rather use his knowledge to find solutions to his country's problems. Inspired by this principle that he promotes, the author wanted to set an example by reflecting on the policy of the fight against corruption in Côte d'Ivoire. At the end of this reflection, he points out that the legislation currently in force to fight corruption in Côte d'Ivoire has eight (8) major sociological weaknesses which make it strongly increase the capacity of corruption to resist instead of considerably weakening it. Therefore, in order to increase the level of effectiveness of the anti-corruption policy in Côte d'Ivoire, the author has first highlighted these eight (8) sociological weaknesses. On the basis of these data, he has drafted a bill to prevent and fight against active, passive and protected forms of corruption. This proposed law is followed by a test designed on the basis of its provisions to test its effectiveness.
