    "... Mais si l'Irlande catholique souffrait, l'Irlande protestante était-elle du moins libre et heureuse? Point du tout, et ici apparaît dans tout son jour le pacte honteux dont avec une grande sagacité M. de Beaumont a trouvé les germes dès les premiers jours de la conquête. En vertu de ce pacte, tacitement convenu, l'Irlande protestante acceptait le joug de l'Angleterre, pourvu que l'Angleterre, en échange, l'aidât à opprimer l'Irlande catholique. Ainsi depuis Henri VII une loi existait, la loi Poyning, qui subordonnait complètement le parlement irlandais au parlement anglais, et donnait à celui-ci le droit de régir l'Irlande sans elle et, malgré elle; mais toujours jusqu'aux lois pénales le parlement irlandais avait protesté contre cette loi. A dater de cette époque, les protestations cessèrent, et le parlement irlandais souscrivit à sa propre dégradation. Ainsi encore, il existait en Irlande des fabriques d'étoffes de laine très nombreuses, très riches, et qui entretenaient dans plusieurs comtés beaucoup d'aisance et d'activité. Ces fabriques, parce qu'elles portaient ombrage à l'Angleterre, furent anéanties presque sans réclamation de la part des prétendus représentants du pays..."

Pour les États-Unis, l'exploration est facile, précisément parce que c'est un pays de liberté, où chacun entre comme il veut et d'où il sort de même; cette facilité est encore accrue par la navigation à vapeur, qui a en quelque sorte supprimé l'intervalle de l'Atlantique, et par les voies de fer, qui ont presque aboli les distances de terre. En Russie, l'enquête est, il faut le reconnaître, beaucoup moins aisée à pratiquer. Ici le territoire est fermé, et quand on a su y pénétrer, l'observation est presque impossible au milieu des ombrages qui accueillent l'étranger. J'avoue sincèrement que je n'ai point fait ce second voyage, et que je ne me sens guère disposé à l'entreprendre. Je manquerais donc de l'un des points de comparaison, si je ne trouvais sous ma main le livre d'un Allemand distingué, M. le baron de Haxthausen, qui en 1846 et en 1847 a exécuté ce voyage de Russie, si difficile à bien faire, et l'a accompli dans des conditions exceptionnellement favorables, que bien peu de personnes pourraient espérer d'y rencontrer..."
