Sie schließt ab mit einer Zusammenfassung.Aufgrund der vorgegebenen Länge dieser Arbeit können nicht die Problemdomänen aller Bereiche der öffentlichen Verwaltung in Deutschland behandelt werden. Daher orientieren sich die Ausführungen in einigen Passagen exemplarisch an der Kommunalverwaltung in Nordrhein-Westfalen. Der Bereich der kommunalen Verwaltung stellt deutschlandweit mit insgesamt ungefähr 13.000 Kommunalverwaltungen einen großen Teil der öffentlichen Verwaltung dar und ist insoweit von besonderer Bedeutung. Einige Ausführungen können aber auch auf andere Bereiche der öffentlichen Verwaltung übertragen werden.
