The ability of the United States to sustain a dominant global position in biotechnology lies in maintaining its primacy in basic life-science research and developing a strong resource base for bioprocess engineering and bioproduct manufacturing. This book examines the status of bioprocessing and biotechnology in the United States; current bioprocess technology, products, and opportunities; and challenges of the future and what must be done to meet those challenges. It gives recommendations for action to provide suitable incentives to establish a national program in bioprocess-engineering research, development, education, and technology transfer.
Bilingual education has long been the subject of major disagreements in this country. This book provides a detailed critique of the two largest studies of U.S. bilingual education programs. It examines the goals of the studies and what can be learned from them. The American West faces many challenges, but none is more important than the challenge of managing its water. This book examines the role that water transfers can play in allocating the region's scarce water resources. It focuses on the variety of third parties, including Native Americans, Hispanic communities, rural communities, and the environment, that can sometimes be harmed when water is moved. The committee presents recommendations to guide states, tribes, and federal agencies toward better regulation. Seven in-depth case studies are presented: Nevada's Carson-Truckee basin, the Colorado Front Range, northern New Mexico, Washington's Yakima River basin, central Arizona, and the Central and Imperial valleys in California. Water Transfers in the West presents background and current information on factors that have encouraged water transfers, typical types of transfers, and their potential negative effects. The book highlights the benefits that water transfers can bring but notes the need for more third-party representation in the processes used to evaluate planned transfers.
In response to a continuing high loss of commercial fishing vessels and crews, the U.S. Congress has mandated development of new safety requirements for the industry. This volume provides a blueprint for an integrated national safety program that responds realistically to industry conditions, with priority on the most cost-effective alternatives. Microlivestock is a term coined for species that are inherently small as well as for breeds of cattle, sheep, goats, and pigs that are less than about half the size of the most common breeds. These miniature animals are seldom considered in the broad picture of livestock development, but they seem to have a promising future, especially in developing nations or wherever land is scarce. This book raises awareness of the potential of these small species, including microcattle, microsheep, various poultry, rabbits, rodents, deer, antelope, and lizards. It also strives to stimulate their introduction into animal research and economic development programs.
Most people in the United States spend far more time indoors than outdoors. Yet, many air pollution regulations and risk assessments focus on outdoor air. These often overlook contact with harmful contaminants that may be at their most dangerous concentrations indoors. A new book from the National Research Council explores the need for strategies to address indoor and outdoor exposures and examines the methods and tools available for finding out where and when significant exposures occur. The volume includes: A conceptual framework and common terminology that investigators from different disciplines can use to make more accurate assessments of human exposure to airborne contaminants. An update of important developments in assessing exposure to airborne contaminants: ambient air sampling and physical chemical measurements, biological markers, questionnaires, time-activity diaries, and modeling. A series of examples of how exposure assessments have been applied--properly and improperly--to public health issues and how the committee's suggested framework can be brought into practice. This volume will provide important insights to improve risk assessment, risk management, pollution control, and regulatory programs.

Pesticides in groundwater can contaminate drinking water and threaten the health of communities. How does this contamination occur and what should be done about this pressing problem? This new book uses a case-study approach to describe the discovery of the problem in four major agricultural states, to summarize the most recent data on the problem, and to review the status of the problem from both technological and policy perspectives. It also addresses the controversial questions of what levels of residues are acceptable, who should bear the costs of drinking water that is already contaminated, and how federal scientific resources can best be used to aid state initiatives in addressing this problem.

How about for renewable resources? Will population growth aggravate degradation of the natural environment? Does more rapid growth reduce worker output and consumption? Do government-sponsored youth employment programs actually help? Between 1978 and 1981, the Youth Employment and Demonstration Projects Act (YEDPA) funded extensive programs designed to aid disadvantaged youth. The Committee on Youth Employment Programs examined the voluminous research performed by YEDPA and produced a comprehensive report and evaluation of the YEDPA efforts to assist the underprivileged. Beginning with YEDPA's inception and effective lifespan, this report goes on to analyze the data it generated, evaluate its accuracy, and draw conclusions about which YEDPA programs were effective, which were not, and why. A discussion of YEDPA strategies and their perceived value concludes the volume.
This book examines the needs for and availability of statistics concerning immigrants and immigration. It concentrates on the needs for statistics on immigrants, refugees, and illegal aliens for policy and program purposes, on the adequacy of the statistics that are produced and of the statistical systems that generate them, and on recommendations for improving these systems. Also, the history of immigration legislation and the estimates of the size of the illegal alien population are briefly reviewed.
Behavioral and Social Science Research: A National Resource specifies appropriate criteria for assessing the value, significance, and social utility of basic research in the social sciences. This report identifies illustrative areas of basic research in the social sciences that have developed analytic frameworks of high social utility and describes the development of these frameworks and their utilization. It also identifies illustrative areas of basic research in the social sciences that are likely to be of high value, significance, and/or social utility in the near future, reviews the current state of knowledge in these areas, and indicates research efforts needed to bring these areas to their full potential.
Many factors affect the amount of temperature-induced movement that occurs in a building and the extent to which this movement can occur before serious damage develops or extensive maintenance is required. In some cases joints are being omitted where they are needed, creating a risk of structural failures or causing unnecessary operations and maintenance costs. In other cases, expansion joints are being used where they are not required, increasing the initial cost of construction and creating space utilization problems. As of 1974, there were no nationally acceptable procedures for precise determination of the size and the location of expansion joints in buildings. Most designers and federal construction agencies individually adopted and developed guidelines based on experience and rough calculations leading to significant differences in the various guidelines used for locating and sizing expansion joints. In response to this complex problem, Expansion Joints in Buildings: Technical Report No. 65 provides federal agencies with practical procedures for evaluating the need for through-building expansion joints in structural framing systems. The report offers guidelines and criteria to standardize the practice of expansion joints in buildings and decrease problems associated with the misuse of expansions joints. Expansions Joints in Buildings: Technical Report No. 65 also makes notable recommendations concerning expansion, isolation, joints, and the manner in which they permit separate segments of the structural frame to expand and to contract in response to temperature fluctuations without adversely affecting the buildings structural integrity or serviceability.

The rapid evolution of information technology (IT) is transforming our society and its institutions. For the most knowledge-intensive entities of all, research universities, profound IT-related challenges and opportunities will emerge in the next decade or so. Yet, there is a sense that some of the most significant issues are not well understood by academic administrators, faculty, and those who support or depend on the institution's activities. This study identifies those information technologies likely to evolve in the near term (a decade or less) that could ultimately have a major impact on the research university. It also examines the possible implications of these technologies for the research university--its activities (learning, research, outreach) and its organization, management, and financing--and for the broader higher education enterprise. The authoring committee urges research universities and their constituents to develop new strategies to ensure that they survive and thrive in the digital age.
