Theodore Herzl was the first Jew who projected the Jewish question as an international problem. 'The Jewish State, ' written fifty years ago, was the first public expression, in a modern language, by a modern Jew, of a dynamic conception of how the solution of the problem could be accelerated and the ancient Jewish hope, slumbering in Jewish memory for two thousand years, could be fulfilled. In 1882, Leo Pinsker, a Jewish physician of Odessa, disturbed by the pogroms of 1881, made a keen analysis of the position of the Jews, declared that anti-Semitism was a psychosis and incurable, that the cause of it was the abnormal condition of Jewish life, and that the only remedy for it was the removal of the cause through self-help and self-liberation. The Jewish people must become an independent nation, settled on the soil of their own land and leading the life of a normal people. Moses Hess in his 'Rome and Jerusalem' classified the Jewish question as one of the nationalist struggles inspired by the French Revolution. Perez Smolenskin and E. Ben-Yehuda urged the revival of Hebrew and the resettlement of Palestine as the foundation for the rebirth of the Jewish people. Herzl was unaware of the existence of these works. His eyes were not directed to the problem in the same manner. When he wrote 'The Jewish State' he was a journalist, living in Paris, sending his letters to the leading newspaper of Vienna, the Neue Freie Presse, and writing on a great variety of subjects. He was led to see Jewish life as a phenomenon in a changing world.

Der Judenstaat. Versuch einer modernen Lösung der Judenfrage ist ein Buch von Theodor Herzl, mit dem er versuchte, eine jüdische Antwort auf die damals so genannte Judenfrage aufzuzeigen. "Der Judenstaat" ist kein religiöses Werk, es hat vielmehr das moderne Judentum maßgeblich politisch beeinflusst, indem es das Fundament des politischen Zionismus legte. Für Herzl war ein Judenstaat einerseits wegen des weltweit vorhandenen Antisemitismus notwendig, andererseits weil die Religion durch die Folgen der Aufklärung und der Emanzipation ihren identitätsstiftenden und verbindenden Charakter für das Judentum verloren habe. Herzl sah sein Werk nicht als Utopie, sondern als pragmatisches Konzept zur Gründung und Bewahrung eines "Judenstaates", wodurch die "Judenfrage" beantwortet sei.
Old New Land forever altered the face of the Middle East. The book was a nineteenth-century utopian blueprint for a modern state of Israel. There were Jewish settlers in Palestine, and Zionist ideas had existed in Eastern Europe before Herzl, but Herzl made Zionism into a cultural and political movement acceptable to Western governments and intellectuals. His prophecy at the end of this book became reality: "If you will it, it is not a fable." The author, founder of the Zionist movement, considered this utopian story his best literary work: an expression of his art, with a political message. His biographer, Amos Elon, placed Old New Land "in the mainstream of fin-de-siècle art. Its pursuit of arcadian bliss within a mystic community and its haunted preoccupation with dreams recall Gustav Mahler's music."

Es ist die Herstellung des Judenstaates.Die Welt widerhallt vom Geschrei gegen die Juden, und das weckt den eingeschlummerten Gedanken auf.Ich erfinde nichts, das wolle man sich vor Allem und auf jedem Punkte meiner Ausführungen deutlich vor Augen halten. Ich erfinde weder die geschichtlich gewordenen Zustände der Juden, noch die Mittel zur Abhilfe. Die materiellen Bestandtheile des Baues, den ich entwerfe, sind in der Wirklichkeit vorhanden, sind mit Händen zu greifen; jeder kann sich davon überzeugen. Will man also diesen Versuch einer Lösung der Judenfrage mit einem Worte kennzeichnen, so darf man ihn nicht ¿Phantasie¿, sondern höchstens ¿Combination¿ nennen.Gegen die Behandlung als Utopie muss ich meinen Entwurf zuerst vertheidigen. Eigentlich bewahre ich damit nur die oberflächlichen Beurtheiler vor einer Albernheit, die sie begehen könnten. Es wäre ja keine Schande, eine menschenfreundliche Utopie geschrieben zu haben. Ich könnte mir auch einen leichteren literarischen Erfolg bereiten, wenn ich für Leser, die sich unterhalten wollen, diesen Plan in den gleichsam unverantwortlichen Vortrag eines Romans brächte. Aber das ist keine solche liebenswürdige Utopie, wie man sie vor und nach Thomas Morus so häufig producirt hat. Und ich glaube, die Lage der Juden in verschiedenen Ländern ist arg genug, um einleitende Tändeleien überflüssig zu machen.Um den Unterschied zwischen meiner Construction und einer Utopie erkennbar zu machen, wähle ich ein interessantes Buch der letzten Jahre: ¿Freiland¿ von Dr. Theodor Hertzka. Das ist eine sinnreiche Phantasterei, von einem durchaus modernen, national-ökonomisch gebildeten Geist erdacht, und so lebensfern, wie der Aequatorberg, auf dem dieser Traumstaat liegt. ¿Freiland¿ ist eine complicirte Maschinerie mit vielen Zähnen und Rädern, die sogar ineinander greifen; aber nichts beweist mir, dass sie in Betrieb gesetzt werden könne. Und selbst, wenn ich Freilands-Vereine entstehen sehe, werde ich es für einen Scherz halten.
