This Manual is part of the complete revision of the Coast Guard's family of boat crew training and qualification publications. These publications are being revised to reflect the best and safest practices in the Coast Guard Auxiliary fleet. 5. RESPONSIBILITY. Commandant (CG-3PCX-2) is responsible for the content and upkeep of this Manual. Questions or concerns about the material contained in this Manual should be addressed to Commandant (CG-3PCX) at (202) 372-1271. 6. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.     The Coast Guard's incident response roles and responsibilities continue to evolve, especially following events such as the Deepwater Horizon oil spill and Superstorm Sandy. The concept of preparedness has also broadened in scope through the establishment of reference (a) and the five National Frameworks.
