The availability of the radio spectrum in the United States is critical to over 40 radio services that provide functions ranging from air traffic control to amateur radio operations. Although the radio frequency spectrum is not a consumable resource, the use of a frequency at a given location usually prevents that frequency from being used by others in the same geographic area. This need for exclusive geographic use to preclude harmful interference has led to current spectrum regulations that establish spectrum use rules, such as granting licenses for spectrum use, and partitioning the spectrum for shared use between radio services.
This report includes amendments no. 1 and 2 to the landing table force of the 29th Infantry. It discusses the proper grouping and arrangement of vehicles and equipment for debarking sequence during landing operations.
The close proximity of the Indian Point (IP) nuclear plant to the heavily populated New York City area has raised questions relating to the economic effects that would likely result if the plant were closed. GAO found that: (1) IP nuclear power is generated at about one-fourth the cost of that generated by comparable oil-fired units in the Con Edison (CE) system; (2) IP units provide nearly one-third of the electric energy needed for the CE franchise area customers, but currently available non-nuclear generating capacity is sufficient to meet normal demands on the system; (3) continued reliability of service without IP will depend on the successful completion of planned generating facilities and transmission line improvements; (4) the loss of IP could increase residual oil comsumption in New York by about 20 million barrels the first year with declining amounts thereafter; (5) use of high cost low-sulfur oil to generate replacement energy could cost Con Edison and Power Authority of New York customers over $600 million during the first year; (6) incremental revenue requirements for CE to cover all costs resulting from closing IP could amount to over $18 billion during the next 15 years and as much as $600 million annually for the Power Authority of New York; and (7) there are few, if any, options available to reduce oil consumption and costs that are not already being undertaken by the utility companies and included in revenue requirements forecasts.
The Bureau of Ocean Energy Management (BOEM) is a agency within the U.S. Department of Interior. BOEM has four sections that cover the United States' waters: Alaska OCS Region, Pacific OCS Region, Gulf of Mexico OCS Region and the Atlantic OCS Region. The Alaska Outer Continental Shelf (OCS) Region Office is responsible for over one billion acres of the OCS and more than six thousand miles of coastline covering the state of Alaska. The Alaska OCS is in charge of addressing the Environment, Leasing and Plans, and Resource Evaluation. This document is a scientific or technical publication for the Alaska OCS.
Durable, flexible sliding seals are required in advanced hypersonic engines to seal the perimeters of movable engine ramps for efficient, safe operation in high heat flux environments at temperatures of 2000 to 2500 F. Current seal designs do not meet the demanding requirements for future engines, so NASA s Glenn Research Center is developing advanced seals and preloading devices to overcome these shortfalls. An advanced ceramic wafer seal design and two types of seal preloading devices were evaluated in a series of compression, scrub, and flow tests. Silicon nitride wafer seals survived 2000 in. 1000 cycles) of scrubbing at 1600 F against an Inconel 625 rub surface with no chips or signs of damage. Flow rates measured for the wafers before and after scrubbing were almost identical and were up to 32 times lower than those recorded for the best braided rope seal flow blockers. Canted coil springs and silicon nitride compression springs showed promise conceptually as potential seal preloading devices to help maintain seal resiliency. A finite element model of the canted coil spring revealed that it should be possible to produce a spring out of high temperature materials for applications at 2000+ F.

They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.
MAJ Tim Terese served as the commander of the 4rd Battalion, 25th Infantry Regiment with the 2nd Brigade, 3rd Infantry Division during 2003 and 2004 in Sadr City, Iraq in support of Operation Iraqi Freedom (OIF). In this November 2009 interview, MAJ Terese discusses the quick-turn training and back-to-back deployments, the fluctuation of the situation in Sadr City between safe enough for soldiers to shop in the market to nearly daily mortar attacks, and his unit's work with the Iraqi Police and Iraqi Army. MAJ Terese concludes his interview by observing that on this deployment, he learned a great deal about how to work with all available assets, military working dogs, PSYOPs, etc., for a successful mission.

In 1996 Congress amended the Foreign Sovereign Immunities Act (FSIA) to allow U.S. victims of terrorism to sue designated State sponsors of terrorism for their terrorist acts. The courts have handed down large judgments against the terrorist State defendants, generally in default, and successive Administrations have intervened to block the judicial attachment of frozen assets to satisfy judgments. After a court ruled that Congress never created a cause of action against terrorist States themselves, but only against their officials, employees, and agents, plaintiffs have based claims on state law. The limited availability of defendant States' assets for satisfaction of judgments has made collection difficult. Congress passed a rider to the National Defense Authorization Act for FY2008 (H.R. 4986), to provide a federal cause of action against terrorist States and to facilitate enforcement of judgments, authorizing the President to waive the provision with respect to Iraq. The President issued a waiver and now seeks a waiver for Libya and other States whose designation may be lifted. The measure, i 1/2 1083 of P.L. 110-181, is the latest in a series of actions Congress has taken over the last decade to assist plaintiffs in lawsuits against terrorist States. The Ranger No. 1 and No. 3 orebodies contain about 124,000 tonnes U3O8 in highly chloritized metasediments of the lower Proterozoic Cahill Formation within about 500 m of the projected sub-Kombolgie Formation unconformity. In both orebodies, oxidized and reduced uranium minerals occur chiefly in quartzose schists that have highly variable amounts of muscovite, sericite, and chlorite. The effects of several periods of alteration are pervasive in the vicinity of orebodies where biotite and garnet are altered to chlorite, and feldspars to white mica or chlorite. Oxidized uranium minerals, associated with earthy iron oxides, occur from the surface to a depth of about 60 m. Below the oxidized zone, uranium occurs chiefly as uraninite and pitchblende disseminated through thick sections of quartz-chlorite-muscovite schist and has no apparent association with graphite or sulfides. During WW II the Command and General Staff Colleges primary mission was to train large numbers of captains and majors to be staff officers in battalions, brigades, divisions, and corps. To that end, the Army provided copies of documents produced by field units to the College. Operations orders, after action reports, intelligence analyses, logistics appraisals, and similar documents are in the Combined Arms Research Library documents collection. The primary focus was documenting operations at the tactical and operational levels of warfare. This is one of those documents.
In late 2007, the U.S. and Mexican governments unveiled the Merida Initiative. A 3-year, $1.4 billion counternarcotics assistance program, the Merida Initiative is designed to combat the drug-fueled violence that has ravaged Mexico of late. The initiative aims to strengthen the Mexican police and military, permitting them to take the offensive in the fight against Mexico's powerful cartels. As currently designed, however, the Merida Initiative is unlikely to have a meaningful, long-term impact in restraining the drug trade and drug-related violence. Focussing largely on security, enforcement, and interdiction issues, it pays comparatively little attention to the deeper structural problems that fuel these destructive phenomena. These problems, ranging from official corruption to U.S. domestic drug consumption, have so far frustrated Mexican attempts to rein in the cartels, and will likely hinder the effectiveness of the Merida Initiative as well. To make U.S. counternarcotics policy fully effective, it will be imperative to forge a more holistic, better-integrated approach to the "war on drugs."
This NASA Strategic Plan describes an ambitious, exciting vision for the Agency across all its Strategic Enterprises that addresses a series of fundamental questions of science and research. This vision is so challenging that it literally depends on the success of an aggressive, cutting-edge advanced technology development program. The objective of this plan is to describe the NASA-wide technology program in a manner that provides not only the content of ongoing and planned activities, but also the rationale and justification for these activities in the context of NASA's future needs. The scope of this plan is Agencywide, and it includes technology investments to support all major space and aeronautics program areas, but particular emphasis is placed on longer term strategic technology efforts that will have broad impact across the spectrum of NASA activities and perhaps beyond. Our goal is to broaden the understanding of NASA technology programs and to encourage greater participation from outside the Agency. By relating technology goals to anticipated mission needs, we hope to stimulate additional innovative approaches to technology challenges and promote more cooperative programs with partners outside NASA who share common goals. We also believe that this will increase the transfer of NASA-sponsored technology into nonaerospace applications, resulting in an even greater return on the investment in NASA.
The United States Geological Survey (USGS) is a scientific organization created in 1879, and is part of the U.S. government. Their scientists explore our environment and ecosystems, to determine the natural dangers we are facing. The agency has over 10,000 employees that collect, monitor, and analyze data so that they have a better understanding of our problems. The USGS is dedicated to provide reliable, investigated information to enhance and protect our quality of life. This is one of their reports.
Strange as it may seem, the powers of the President, whether considered from the viewpoint of his powers as Executive, or his powers as Commander-in-Chief of the armed forces of the United States, important as they are, have received surprisingly little attention in treatises and commentaries on the Constitution, beyond reference to the constitutional provisions themselves. Therefore, the purpose of this study will be to analyze and invite attention not only to the "war powers" so-called, of the President, which may be exercised in time of war, but also those which relate to the initiation and termination of war, as well as the conduct of war, and to show what those powers are, their character, source from which derived, and manner in which they are exercised.
