In response to a congressional request, GAO provided information on: (1) the Interstate Commerce Commission's (ICC) implementation of the market dominance and rate reasonableness provisions of railroad deregulation legislation; and (2) shippers' ability to obtain rate relief from ICC under the legislation. GAO found that: (1) most of the rate dispute cases were settled through shipper and railroad negotiations; (2) although ICC believed that many shippers obtained rate relief through contract rates, out of 19 cases where ICC ruled that a rate was unreasonable, only 6 cases resulted in a negotiated contract, and only one of the shippers involved believed the contract rate to be rate relief; (3) ICC published coal rate guidelines to help railroads set reasonable rates, help shippers evaluate proposed rates, and encourage negotiated rates; (4) the guidelines contained no practical method for apportioning fixed costs among shippers, which resulted in widely varying methods of calculating upper limits on costs; and (5) recent case decisions have helped clarify what approaches to determine these costs ICC will find acceptable.

This is the final report of the Fedden mission to Germany. The mission was to visit research departments and engineering works in Germany to earmark plant, equipment, books, etc. suitable for a college of aeronautics. Other investigations included the then present technique on fuel injection, ignition for aero engines, gas turbines and jet engines, review their relative developments in Germany in comparison with England, ascertain the cost of manufacture and general technique of jet engines, and to determine the development of pitch propellers and blade manufacture. Contents describe a detailed itinerary of the tour, conclusions and recommendations of the mission, and general review.

The U.S. Government Accountability Office (GAO) is an independent agency that works for Congress. The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Due to environmental, economic, and security issues, there is a greater need for cleaner alternative fuels. There will undoubtedly be a shift from crude oil to non-petroleum sources as a feedstock for aviation (and other transportation) fuels. Additionally, efforts are concentrated on reducing costs coupled with fuel production from non-conventional sources. One solution to this issue is Fischer-Tropsch gas-to-liquid technology. Fischer-Tropsch processing of synthesis gas (CO/H2) produces a complex product stream of paraffins, olefins, and oxygenated compounds such as alcohols and aldehydes. The Fisher-Tropsch process can produce a cleaner diesel oil fraction with a high cetane number (typically above 70) without any sulfur or aromatic compounds. This process is most commonly catalyzed by heterogeneous (in this case, silver and platinum) catalysts composed of cobalt supported on alumina or unsupported alloyed iron powders. Physisorption, chemisorptions, scanning electron microscopy (SEM), and energy dispersive spectroscopy (EDS) are described to better understand the potential performance of Fischer-Tropsch cobalt on alumina catalysts promoted with silver and platinum. The overall goal is to preferentially produce C8 to C18 paraffin compounds for use as aerospace fuels. Progress towards this goal will eventually be updated and achieved by a more thorough understanding of the characterization of catalyst materials. This work was supported by NASA s Subsonic Fixed Wing and In-situ Resource Utilization projects.

Unified Facilities Guide Specifications (UFGS) are a joint effort of the U.S. Army Corps of Engineers (USACE), the Naval Facilities Engineering Command (NAVFAC), the Air Force Civil Engineer Support Agency (HQ AFCESA), the Air Force Center for Engineering and the Environment (HQ AFCEE) and the National Aeronautics and Space Administration (NASA). In the 1970's the National Oceanic and Atmospheric Administration (NOAA) was made to manage our oceanic and atmospheric resources. The Alaska Fisheries Science Center is the research branch for marine life and coastal oceans off parts of the U.S. west coast and Alaska. This includes the Eastern Bering Sea where some the worlds most important commercial fishing takes place. Their mission is to develop and maintain scientific exploration to help understand and manage that region's environment. Over the years there have been many reports published which discuss their findings; this is one of them.

While dams have multiple benefits (balanced against financial and environmental costs), they can also present a risk to public safety and economic infrastructure. This risk stems from two sources: the possibility of a dam failure and the damage it would cause. Although dam failures are infrequent, age, construction deficiencies, inadequate maintenance, and seismic or weather events contribute to the possibility. To reduce the risk, regular inspections are necessary to identify potential problems. Corrective action can then be taken to remedy those deficiencies. Congress is often called upon to fund remedial actions, as a way to prevent the larger catastrophes. The 110th Congress will likely see proposals for improving dam safety and may oversee existing safety programs.

An important aspect of U.S. efforts to maintain and improve economic competitiveness is the existence of a capable scientific and technological workforce. A major concern of the 110th Congress may be regarding the future ability of the U.S. science and engineering base to generate the technological advances needed to maintain economic growth. Discussions have centered on the quality of science and mathematics education and training and on the scientific knowledge of those students entering other disciplines. Even students pursuing nonscientific and nonmathematical specialities are likely to require basic knowledge of scientific and technological applications for effective participation in the workforce. Charges are being made that many students complete high school scientifically and technologically illiterate.
