The long lifetime requirements of interplanetary exploration missions is driving the need to develop long-life components for the electric propulsion thrusters that are being targeted for these missions. One of the primary life-limiting components of ion thrusters are the optics, which are continuously eroded during the operation of the thruster. Pyrolytic graphite optics are being considered for the High Power Electric Propulsion (HiPEP) ion thruster because of their very high resistance to erosion. This paper describes the structural analysis of the HiPEP pyrolytic graphite. A description of the development of the grid model, as well as the development of the effective properties and stress concentrations in the apertured area of the grids is included. An evaluation of the use of curved grids shows that the increased stiffness (compared to flat grids) prevents intergrid impact during launch, however, the residual stresses introduced by curving the grids pushes the resulting peak stresses beyond the critical stress. As a result, flat grids are recommended as the design solution. Thermally induced grid displacements during normal thruster operation are also presented.

The United States Government Printing Office (GPO) was created in June 1860, and is an agency of the U.S. federal government based in Washington D.C. The office prints documents produced by and for the federal government, including Congress, the Supreme Court, the Executive Office of the President and other executive departments, and independent agencies. A hearing is a meeting of the Senate, House, joint or certain Government committee that is open to the public so that they can listen in on the opinions of the legislation. Hearings can also be held to explore certain topics or a current issue. It typically takes between two months up to two years to be published. This is one of those hearings.
Pursuant to a congressional request, GAO examined whether the: (1) National Railroad Passenger Corporation (Amtrak) has effective procedures for inspecting, repairing, and maintaining its passenger cars to ensure safe operation; and (2) Federal Railroad Administration (FRA) provides adequate oversight to ensure the safety of Amtrak's passenger cars. GAO found that: (1) Amtrak's Mechanical Department is responsible for ensuring that locomotives and passenger cars meet FRA and Amtrak safety standards; (2) Amtrak standards have been incorporated into a system of procedures and controls to ensure that passenger cars are in compliance; (3) Amtrak controls are ineffective because Amtrak employees do not document repairs or supervisory review of the inspection process; (4) some standards are disregarded when parts are not available or there is insufficient time for repairs before a car is placed into service; (5) budget cuts have forced layoffs in overhaul personnel and caused Amtrak's passenger car fleet to be past due for maintenance overhauls; and (6) FRA does not have minimum safety standards for mechanical components on passenger cars because FRA officials believe this is an Amtrak-only issue that can be addressed informally.

The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Their scientists explore our environment and ecosystems, to determine the natural dangers we are facing. Near-real-time and forecast flood-inundation mapping products resulted from a pilot study for an 11-mile reach of the White River in Indianapolis. The study was done by the U.S. Geological Survey (USGS), Indiana Silver Jackets hazard mitigation taskforce members, the National Weather Service (NWS), the Polis Center, and Indiana University, in cooperation with the City of Indianapolis, the Indianapolis Museum of Art, the Indiana Department of Homeland Security, and the Indiana Department of Natural Resources, Division of Water. The pilot project showed that it is technically feasible to create a flood-inundation map library by means of a two-dimensional hydraulic model, use a map from the library to quickly complete a moderately detailed local flood-loss estimate, and automatically run the hydraulic model during a flood event to provide the maps and flood-damage information through a Web graphical user interface. A library of static digital flood-inundation maps was created by means of a calibrated two-dimensional hydraulic model. Estimated water-surface elevations were developed for a range of river stages referenced to a USGS streamgage and NWS flood forecast point colocated within the study reach. These maps were made available through the Internet in several formats, including geographic information system, Keyhole Markup Language, and Portable Document Format. A flood-loss estimate was completed for part of the study reach by using one of the flood-inundation maps from the static library. The Federal Emergency Management Agency natural disaster-loss estimation program HAZUS-MH, in conjunction with local building information, was used to complete a level 2 analysis of flood-loss estimation. A Service-Oriented Architecture-based dynamic flood-inundation application was developed and was designed to start automatically during a flood, obtain near real-time and forecast data (from the colocated USGS streamgage and NWS flood forecast point within the study reach), run the two-dimensional hydraulic model, and produce flood-inundation maps. The application used local building data and depth-damage curves to estimate flood losses based on the maps, and it served inundation maps and flood-loss estimates through a Web-based graphical user interface.

The strain formulation in elasticity and the compatibility condition in structural mechanics have neither been understood nor have they been utilized. This shortcoming prevented the formulation of a direct method to calculate stress. We have researched and understood the compatibility condition for linear problems in elasticity and in finite element analysis. This has lead to the completion of the method of force with stress (or stress resultant) as the primary unknown. The method in elasticity is referred to as the completed Beltrami-Michell formulation (CBMF), and it is the integrated force method (IFM) in structures. The dual integrated force method (IFMD) with displacement as the primary unknown has been formulated. IFM and IFMD produce identical responses. The variational derivation of the CBMF yielded the new boundary compatibility conditions. The CBMF can be used to solve stress, displacement, and mixed boundary value problems. The IFM in structures produced high-fidelity response even with a modest finite element model. The IFM has influenced structural design considerably. A fully utilized design method for strength and stiffness limitation has been developed. The singularity condition in optimization has been identified. The CBMF and IFM tensorial approaches are robust formulations because of simultaneous emphasis on the equilibrium equation and the compatibility condition.

In order for staff to transfer their learning to actual implementation on the job, ultimately to training into the workplace, requires an understanding and implementation of all persons involved.
Unified Facilities Guide Specifications (UFGS) are a joint effort of the U.S. Army Corps of Engineers (USACE), the Naval Facilities Engineering Command (NAVFAC), the Air Force Civil Engineer Support Agency (HQ AFCESA), the Air Force Center for Engineering and the Environment (HQ AFCEE) and the National Aeronautics and Space Administration (NASA). UFGS are for use in specifying construction for the military services. This is one of those documents.

This testimony discusses highlights of GAO's report on the Environmental Protection Agency's (EPA) implementation of requirements for determining whether additional drinking water contaminants warrant regulation. The number of potential drinking water contaminants is vast--as many as tens of thousands of chemicals may be used across the country, and EPA has identified more than 6,000 chemicals that it considers to be the most likely source of human or environmental exposure. The potential health effects of exposure to most of these chemicals, and the extent of their occurrence in drinking water, are unknown. Under 1996 amendments to the Safe Drinking Water Act, every 5 years EPA is to determine for at least five contaminants whether regulation is warranted, considering those that present the greatest public health concern. EPA issued final regulatory determinations in 2003 and 2008 on a total of 20 contaminants, deciding in each case not to regulate. EPA did not recommend any new contaminants for regulation until February 2011, when it reversed its controversial 2008 preliminary decision to not regulate perchlorate, an ingredient in rocket fuel and other products. This statement summarizes our report being released today that (1) evaluates the extent to which EPA's implementation of the 1996 amendments has helped assure the public of safe drinking water and (2) reviews the process and scientific analyses EPA used to develop the 2008 preliminary decision to not regulate perchlorate.
International trade in fruits and vegetables has expanded at a higher rate than trade in other agricultural commodities, particularly since the 1980s. Not only has world trade in fruits and vegetables gained prominence, but the variety of commodities has expanded. Over the years, three regions-the European Union (EU), the North American Free Trade Agreement (NAFTA) area, and Asia (East, Southeast, and South)-have remained as both the major destinations and sources of supply. A substantial share of their trade is intraregional, particularly that of the EU. All the three regions, however, depend on Southern Hemisphere countries for imports of juices and off-season fresh fruits, and on equatorial regions for bananas, the leading fresh fruit import. In addition to global north-south trading, due mostly to the counter-cyclical seasons of the two hemispheres, Asian trade has also become much more important since the 1980s as incomes and populations have grown and policies changed.

China's rising maritime power is encountering American maritime power along the sea lines of communication (SLOCs) that connect China to vital energy resources in the Middle East and Africa. The "String of Pearls" describes the manifestation of China's rising geopolitical influence through efforts to increase access to ports and airfields, develop special diplomatic relationships, and modernize military forces that extend from the South China Sea through the Strait of Malacca, across the Indian Ocean, and on to the Arabian Gulf. A question posed by the "String of Pearls" is the uncertainty of whether China's growing influence is in accordance with Beijing's stated policy of "peaceful development," or if China one day will make a bid for regional primacy. This is a complex strategic situation that could determine the future direction of the China's relationship with the United States, as well as China's relationship with neighbors throughout the region. The purpose of this paper is to analyze the "String of Pearls" from within the context of the post-Cold War global security environment and propose informed recommendations for U.S. policy and strategy. Substantive, results-oriented engagement supported by pragmatic military hedging is the best strategy to influence and encourage China to participate in the international community as a responsible stakeholder. Bold leadership and prudent foresight will enable the United States and China to reap the rewards of strategic cooperation and avert the calamity of a hostile confrontation.

Marilyn Monroe, born as Norma Jeane Mortenson (1926-1962), was a well-known actress and entertainer. FBI file references to Monroe were previously released under the Freedom of Information Act in the 1980s, but were reprocessed in 2012 and posted here on January 4, 2013. This reprocessed version includes more information. The previous release is available below as "Marilyn Monroe Part 1" and "Marilyn Monroe Part 2" for comparison purposes.
