    One of the most flexible forms of federal funding for homeownership housing is the HOME Investment Partnerships program. HOME enables local governments to design homebuyer programs that best meet local needs and market conditions. Since 1990, when the HOME program was enacted, HOME has helped over one-quarter million families buy a home of their own. HOME funds have been used for downpayment, closing cost, acquisition, development, rehabilitation, interest subsidy, loan guarantee and lease/purchase assistance. While HUD has been able to track the broad uses of HOME funds for homeownership, only limited information has been available about local homeownership strategies. This study was designed to examine the choices local governments are making and how these choices are promoting long-term affordable homeownership. The final report is a comprehensive description of this research and its findings.

    Understanding storm-induced coastal change and forecasting these changes require knowledge of the physical processes associated with the storm and the geomorphology of the impacted coastline. The primary physical processes of interest are the wind field, storm surge, and wave climate. Not only does wind cause direct damage to structures along the coast, but it is ultimately responsible for much of the energy that is transferred to the ocean and expressed as storm surge, mean currents, and large waves. Waves and currents are the processes most responsible for moving sediments in the coastal zone during extreme storm events. Storm surge, the rise in water level due to the wind, barometric pressure, and other factors, allows both waves and currents to attack parts of the coast not normally exposed to those processes. Coastal geomorphology, including shapes of the shoreline, beaches, and dunes, is equally important to the coastal change observed during extreme storm events. Relevant geomorphic variables include sand dune elevation, beach width, shoreline position, sediment grain size, and foreshore beach slope. These variables, in addition to hydrodynamic processes, can be used to predict coastal vulnerability to storms The U.S. Geological Survey's (USGS) National Assessment of Coastal Change Hazards Project (http: //coastal.er.usgs.gov/hurricanes), strives to provide hazard information to those interested in the Nation's coastlines, including residents of coastal areas, government agencies responsible for coastal management, and coastal researchers. As part of the National Assessment, observations were collected to measure coastal changes associated with Hurricane Ike, which made landfall near Galveston, Texas, on September 13, 2008. Methods of observation included aerial photography and airborne topographic surveys. This report documents these data-collection efforts and presents qualitative and quantitative descriptions of hurricane-induced changes to the shoreline

    Pursuant to a congressional request, GAO provided information on the Rural Housing and Community Development Service's (RHCDS) housing loan programs, focusing on opportunities for cost savings and management improvements in the loan programs. GAO found that: (1) RHCDS is improving its loan programs' operations, but improving program delivery could save the federal government money and benefit borrowers and tenants in the programs; (2) centralized servicing of RHCDS loans could save over $100 million per year through staff reductions and greater staff productivity; (3) the number of direct loan program borrowers graduating to private credit could be increased by allowing borrowers to refinance their loans with commercial lenders and considering all loans for graduation, but RHCDS has few mechanisms in place to force loan graduation; (4) RHCDS could reduce multifamily housing program costs by shortening the terms of loans, eliminating certain equity loans made to owners, and funding more projects not requiring rental assistance; and (5) the process used to fund individual projects does not ensure that the neediest areas receive program assistance.
