In America's Cold Warrior, James Graham Wilson traces Paul Nitze's career path in national security after World War II, a time when many of his mentors and peers returned to civilian life. The Laurence and Lynne Brown Democracy Medal, presented by the McCourtney Institute for Democracy at Penn State, recognizes outstanding individuals, groups, and organizations that produce innovations to further democracy in the United States or around the world.Nasrin Sotoudeh is an Iranian lawyer and human rights activist who has been called "Iran's Nelson Mandela." Sotoudeh is a longtime opponent of the death penalty, advocate of improving imprisonment health conditions, and an activist dedicated to fighting for the rights of women, children, religious and ethnic minorities, journalists and artists, and those facing execution. As a result of her advocacy, Sotoudeh has been repeatedly imprisoned by the Iranian government for crimes against the state; she served one sentence from 2010 to 2013 and was sentenced again in 2018 to thirty-eight years and six months in prison and 148 lashes. Her work has been featured in the 2020 documentary Nasrin, by filmmakers Jeff Kaufman and Marcia S. Ross. For this important work, she is the recipient of the 2023 Brown Democracy Medal from the McCourtney Institute for Democracy, marking the award's tenth year.
Richard Ned Lebow spells out the implications of historical experience for American perceptions of the place of crisis management in superpower strategic relations. identifying and discussing three reasons for the outbreak of World War I--preemption, loss of control, and miscalculated escalation--he argues that all three are equally serious threats to peace and survival. Since the collapse of the Soviet Union, nationality groups have claimed sovereignty in the new republics bearing their names. With the ascendance of these titular nationality groups, Russian speakers living in the post-Soviet republics face a radical crisis of identity. That crisis is at the heart of David D. Laitin's book.Laitin portrays these Russian speakers as a "beached diaspora" since the populations did not cross international borders; the borders themselves receded. He asks what will become of these populations. Will they learn the languages of the republics in which they live and prepare their children for assimilation? Will they return to a homeland many have never seen? Or will they become loyal citizens of the new republics while maintaining a Russian identity? Through questions such as these and on the basis of ethnographic field research, discourse analysis, and mass surveys, Laitin analyzes trends in four post-Soviet republics: Estonia, Latvia, Kazakhstan, and Ukraine.Laitin concludes that the "Russian-speaking population" is a new category of identity in the post-Soviet world. This conglomerate identity of those who share a language is analogous, Laitin suggests, to such designations as "Palestinian" in the Middle East and "Hispanic" in the United States. The development of this new identity has implications both for the success of the national projects in these states and for interethnic peace.
When the United States led the invasion of Iraq in March 2003, it expected to be able to establish a prosperous liberal democracy with an open economy that would serve as a key ally in the region. It sought to engage Iraqi society in ways that would defeat any challenge to that state building project and U.S. guidance of it. Eric Herring and Glen Rangwala argue that state building in Iraq has been crippled less by preexisting weaknesses in the Iraqi state, Iraqi sectarian divisions or U.S. policy mistakes than by the fact that the US has attempted-with only limited success-to control the parameters and outcome of that process. They explain that the very nature of U.S. state-building in Iraq has created incentives for unregulated local power struggles and patron-client relations. Corruption, smuggling, and violence have resulted.The main legacy of the US-led occupation, the authors contend, is that Iraq has become a fragmented state-that is, one in which actors dispute where overall political authority lies and in which there are no agreed procedures for resolving such disputes. As long as this is the case, the authority of the state will remain limited. Technocratic mechanisms such as training schemes for officials, political fixes such as elections, and the coercive tools of repression will not be able to overcome this situation.Placing the occupation within the context of regional, global, and U.S. politics, Herring and Rangwala demonstrate how the politics of co-option, coercion, and economic change have transformed the lives and allegiances of the Iraqi population. As uncertainty about the future of Iraq persists, this volume provides a much-needed analysis of the deeper forces that give meaning to the daily events in Iraq.
In The Last Ta'ifa, Anthony H. Minnema shows how the Banu Hud, an Arab dynasty from Zaragoza, created and recreated their vision of an autonomous city-state (ta'ifa) in ways that reveal changes to legitimating strategies in al-Andalus and across the Mediterranean. In 1110, the Banu Hud lost control of their emirate in the north of Iberia and entered exile, ending their century-long rule. But far from accepting their fate, the dynasty adapted by serving Christian kings, nurturing rebellions, and carving out a new state in Murcia to recover, maintain, and grow their power. By tracing the Banu Hud across chronicles, charters, and coinage, Minnema shows how dynastic leaders borrowed their rivals' claims and symbols and engaged in similar types of military campaigns and complex alliances in an effort to cultivate authority. Drawing on Arabic, Latin, and vernacular sources, The Last Ta'ifa uses the history of the Banu Hud to connect the pursuit of legitimacy in al-Andalus to the politics of other emerging kingdoms and emirates. The actions of Hudid leaders, Minnema shows, echoed across the region as other kings, rebels, and adventurers employed parallel methods to gain power and resist the forces of centralization, highlighting the constructed nature of legitimacy in al-Andalus and the Mediterranean.
A former paratrooper in the British Army with extensive experience of conflict and post-conflict management in the countries of former Yugoslavia, Mark Etherington had just completed an M.Phil. in international relations at Cambridge University in 2003 when the British Foreign Office asked him to assume the governorship of Wasit Province in southern Iraq on behalf of the Coalition Provisional Authority or CPA.Etherington established a small team in the provincial capital of al-Kut on the banks of the Tigris in order to begin the process of reconstruction--both political and physical--of a province with a predominantly Shi'ia population of 900,000 and a long border with Iran.The province was plagued by poverty and beset by social paralysis. A demoralized and often corrupt police force was incapable of imposing the rule of law. Ba'ath party functionaries had been purged, local municipal authority was weak, and basic services were lacking. More challenging still was an escalating armed insurgency by the followers of Moqtada al-Sadr that would culminate in a sixteen-hour firefight for control over the CPA's base in Kut.This gritty and compelling firsthand account of post-conflict Iraq describes the turmoil visited on the country by outside intervention and the difficulties faced by the Coalition in fashioning a new political and civil apparatus.
Misrecognitions mounts a vigorous defense of the labyrinthine plotting of Victorian novels, notorious for their implausible concluding revelations and coincidences. Critics have long decried Victorian recognition scenes--the reunions and retroactive discoveries of identity that too conveniently bring the story to a close--as regrettable contrivances. Ben Parker counters this view by showing how these recognition scenes offer a critique of the social and economic misrecognitions at work in nineteenth-century capitalism. Through a meticulous analysis of novels by Charles Dickens, Anthony Trollope, and Henry James, as well as Arthur Conan Doyle's Sherlock Holmes stories, Misrecognitions tracks how the Victorian novel translates the financialized abstractions of capital into dramas of buried secrets and disguised relations. Drawing on Karl Marx's account of commodity fetishism and reification, Parker contends that, by configuring capital as an enigma to be unveiled, Victorian recognition scenes dramatize the inversions of agency and temporality that are repressed in capitalist production. In plotting capital as an agent of opacity and misdirection, Victorian novels and their characteristic dialectic of illusion and illumination reveal the plot hole in capitalism itself.
Monuments for Posterity challenges the common assumption that Stalinist monuments were constructed with an immediate, propagandistic function, arguing instead that they were designed to memorialize the present for an imagined posterity. In this respect, even while pursuing its monument-building program with a singular ruthlessness and on an unprecedented scale, the Stalinist regime was broadly in step with transnational monument-building trends of the era and their undergirding cultural dynamics. By integrating approaches from cultural history, art criticism, and memory studies, along with previously unexplored archival material, Antony Kalashnikov examines the origin and implementation of the Stalinist monument-building program from the perspective of its goal to "immortalize the memory" of the era. He analyzes how this objective affected the design and composition of Stalinist monuments, what cultural factors prompted the sudden and powerful yearning to be remembered, and most importantly, what the culture of self-commemoration revealed about changing outlooks on the future--both in the Soviet Union and beyond its borders. Monuments for Posterity shifts the perspective from monuments' political-ideological content to the desire to be remembered and prompts a much-needed reconsideration of the supposed uniqueness of both Stalinist aesthetics and the temporal culture that they expressed. Many Stalinist monuments still stand prominently in postsocialist cityscapes and remain the subject of continual heated political controversy. Kalashnikov makes manifest monuments' intentional attempts to seduce us--the "posterity" for whom they were built.
While much attention has focused on society, culture, and the military during the Algerian War of Independence, Law, Order, and Empire addresses a vital component of the empire that has been overlooked: policing. Samuel Kalman examines a critical component of the construction and maintenance of a racial state by settlers in Algeria from 1870 onward, in which Arabs and Berbers were subjected to an ongoing campaign of symbolic, structural, and physical violence. The French administration encouraged this construct by expropriating resources and territory, exploiting cheap labor, and monopolizing government, all through the use of force. Kalman provides a comprehensive overview of policing and crime in French Algeria, including the organizational challenges encountered by officers. Unlike the metropolitan variant, imperial policing was never a simple matter of law enforcement but instead engaged in the defense of racial hegemony and empire. Officers and gendarmes waged a constant struggle against escalating banditry, the assault and murder of settlers, and nationalist politics--anticolonial violence that rejected French rule. Thus, policing became synonymous with repression, and its brutal tactics foreshadowed the torture and murder used during the War of Independence. To understand the mechanics of empire, Kalman argues that it was the first line of defense for imperial hegemony. Law, Order, and Empire outlines not only how failings in policing were responsible for decolonization in Algeria but also how torture, massacres, and quotidian colonial violence--introduced from the very beginning of French policing in Algeria--created state-directed aggression from 1870 onward.

In The Geography of Injustice, Barak Kushner argues that the war crimes tribunals in East Asia formed and cemented national divides that persist into the present day. In 1946 the Allies convened the Tokyo Trial to prosecute Japanese wartime atrocities and Japan's empire. At its conclusion one of the judges voiced dissent, claiming that the justice found at Tokyo was only "the sham employment of a legal process for the satisfaction of a thirst for revenge." War crimes tribunals, Kushner shows, allow for the history of the defeated to be heard. In contemporary East Asia a fierce battle between memory and history has consolidated political camps across this debate. The Tokyo Trial courtroom, as well as the thousands of other war crimes tribunals opened in about fifty venues across Asia, were legal stages where prosecution and defense curated facts and evidence to craft their story about World War Two. These narratives and counter narratives form the basis of postwar memory concerning Japan's imperial aims across the region. The archival record and the interpretation of court testimony together shape a competing set of histories for public consumption. The Geography of Injustice offers compelling evidence that despite the passage of seven decades since the end of the war, East Asia is more divided than united by history.

Missionary Diplomacy illuminates the crucial place of religion in nineteenth-century American diplomacy. From the 1810s through the 1920s, Protestant missionaries positioned themselves as key experts in the development of American relations in Asia, Africa, the Pacific, and the Middle East. Missionaries served as consuls, translators, and occasional trouble-makers who forced the State Department to take actions it otherwise would have avoided. Yet as decades passed, more Americans began to question the propriety of missionaries' power. Were missionaries serving the interests of American diplomacy? Or were they creating unnecessary problems? As Emily Conroy-Krutz demonstrates, they were doing both. Across the century, missionaries forced the government to articulate new conceptions of the rights of US citizens abroad and of the role of the US as an engine of humanitarianism and religious freedom. By the time the US entered the first world war, missionary diplomacy had for nearly a century created the conditions for some Americans to embrace a vision of their country as an internationally engaged world power. Missionary Diplomacy exposes the longstanding influence of evangelical missions on the shape of American foreign relations.
The mature nationalism that fueled the French Revolution grew from patriotic sensibilities fostered over the course of a century or more. Jay M. Smith proposes that the French thought their way to nationhood through a process of psychic adjustment premised on the reimagining of nobility, a social category and moral concept that had long dominated the cultural horizons of the old regime. Nobility Reimagined follows the elaboration of French patriotism across the eighteenth century and highlights the accentuation of key, and conflicting, features of patriotic thought at defining moments in the history of the monarchy. By enabling the articulation of different futures for nobility and nation, the patriotic awakening that marked the old regime helped to create both the quest for patriotic unity and the fierce constitutional battles that flowered at the time of the Revolution. Smith argues that the attempt to redefine and restore French nobility brought forth competing visions of patriotism with correlating models of the social and political order. Although the terms of public debate have changed, the same basic challenge continues to animate contemporary politics: how to reconcile inspiring and unifying nationalist ideals--honor, virtue, patriotism--with persistent social frictions rooted in class, ideology, ethnicity, or gender.
The fight for a "living wage" has a long and revealing history as documented here by Lawrence B. Glickman. The labor movement's response to wages shows how American workers negotiated the transition from artisan to consumer, opening up new political possibilities for organized workers and creating contradictions that continue to haunt the labor movement today.Nineteenth-century workers hoped to become self-employed artisans, rather than permanent "wage slaves." After the Civil War, however, unions redefined working-class identity in consumerist terms, and demanded a wage that would reward workers commensurate with their needs as consumers. This consumerist turn in labor ideology also led workers to struggle for shorter hours and union labels.First articulated in the 1870s, the demand for a living wage was voiced increasingly by labor leaders and reformers at the turn of the century. Glickman explores the racial, ethnic, and gender implications, as white male workers defined themselves in contrast to African Americans, women, Asians, and recent European immigrants. He shows how a historical perspective on the concept of a living wage can inform our understanding of current controversies.
In Tea, James R. Fichter reveals that despite the so-called Boston Tea Party in 1773, two large shipments of tea from the East India Company survived and were ultimately drunk in North America. Their survival shaped the politics of the years ahead, impeded efforts to reimburse the company for the tea lost in Boston Harbor, and hinted at the enduring potency of consumerism in revolutionary politics.Tea protests were widespread in 1774, but so were tea advertisements and tea sales, Fichter argues. The protests were noisy and sometimes misleading performances, not clear signs that tea consumption was unpopular. Revolutionaries vilified tea in their propaganda and prohibited the importation and consumption of tea and British goods. Yet merchant ledgers reveal these goods were still widely sold and consumed in 1775. Colonists supported Patriots more than they abided by non-consumption. When Congress ended its prohibition against tea in 1776, it reasoned that the ban was too widely violated to enforce. War was a more effective means than boycott for resisting Parliament, after all, and as rebel arms advanced, Patriots seized tea and other goods Britons left behind. By 1776, protesters sought tea and, objecting to its high price, redistributed rather than destroyed it. Yet as Fichter demonstrates in Tea, by then the commodity was not a symbol of the British state, but of American consumerism.
From the Middle Ages until World War II, Poland was host to Europe's largest and most vibrant Jewish population. By 1970, the combination of Nazi genocide, postwar pogroms, mass emigration, and communist repression had virtually destroyed Poland's Jewish community. Although the Poles themselves were subjected to enormous cruelties in the twentieth century, questions about the extent of their antisemitism and its role in the fate of Polish Jewry are today hotly disputed.Antisemitism and Its Opponents in Modern Poland serves as an effective guide to some of the most complex and controversial issues of Poland's troubled past. Medieval Sex Lives examines courtly song as a complex cultural product and social force in the early fourteenth century, exploring how it illuminates the relationship between artistic production and the everyday lives of the elites for whom this music and poetry was composed and performed. In a focused analysis of the Oxford Bodelian Library's Douce 308 manuscript--a fourteenth-century compilation that includes over five hundred Old French lyrics composed over two centuries alongside a narrative account of elaborate courtly festivities centered on a week-long tournament--Elizabeth Eva Leach explores two distinct but related lines of inquiry: first, why the lyric tradition of "courtly love" had such a long and successful history in Western European culture; and, second, why the songs in the Bodleian manuscript would have been so important to the book's compilers, owners, and readers. The manuscript's lack of musical notation and authorial attributions make it unusual among Old French songbooks; its arrangement of the lyrics by genre invites inquiry into the relationship between this long musical tradition and the emotional and sexual lives of its readers. Combining an original account of the manuscript's contents and their likely social milieu with in-depth musical and poetic analyses, Leach proposes that lyrics, whether read or heard aloud, provided a fertile means of propagating and enabling various sexual scripts in the Middle Ages. This book is the first to consider the presence of history and the question of historical practice in Walter Benjamin's work. Benjamin, the critic and philosopher of history, was also the practitioner, the authors contend, and it is in the practice of historical writing that the materialist aspect of his thought is most evident.Some of the essays analyze Benjamin's writings in cultural history and the philosophy of history. Others connect his historical and theoretical practices to issues in contemporary feminism and post-colonial studies, and to cultural contexts including the United States, Japan, and Hong Kong. In different ways, the authors all find in Benjamin's specific notion of historical materialism a dialectic between textual and cultural analysis which can reinvigorate the relation between literary and historical studies.
Native converts to Christianity, dubbed "praying Indians" by seventeenth-century English missionaries, have long been imagined as benign cultural intermediaries between English settlers and "savages." More recently, praying Indians have been dismissed as virtual inventions of the colonists: "good" Indians used to justify mistreatment of "bad" ones. In a new consideration of this religious encounter, Kristina Bross argues that colonists used depictions of praying Indians to create a vitally important role for themselves as messengers on an evangelical "errand into the wilderness" that promised divine significance not only for the colonists who had embarked on the errand, but also for their metropolitan sponsors in London.In Dry Bones and Indian Sermons, Bross traces the response to events such as the English civil wars and Restoration, New England's Antinomian Controversy, and "King Philip's" war. Whatever the figure's significance to English settlers, praying Indians such as Waban and Samuel Ponampam used their Christian identity to push for status and meaning in the colonial order. Through her focused attention to early evangelical literature and to that literature's historical and cultural contexts, Bross demonstrates how the people who inhabited, manipulated, and consumed the praying Indian identity found ways to use it for their own, disparate purposes.
