    On January 6, 2021, an angry mob stormed the U.S. Capitol in an attempt to overturn the results of the 2020 presidential election. This assault on America's democratic system was orchestrated by then President Donald Trump, abetted by his political party, and supported by a vocal minority of the American people. Did denial of the election results and the subsequent insurrection inflict damage on American political institutions? While most pundits and many scholars say yes, they have offered little rigorous evidence for this assertion. In Democracy's Destruction? political scientist James L. Gibson uses surveys from representative samples of the American population to provide a more informed answer to the question. Focusing on the U.S. Supreme Court, the presidency, and the U.S. Senate, Gibson reveals that how people assessed the election, the insurrection, and even the second Trump impeachment has little connection to their willingness to view American political institutions as legitimate. Instead, legitimacy is grounded in more general commitments to democratic values and support for the rule of law. On most issues of institutional legitimacy, those who denied the election results and supported the insurrection were not more likely to be alienated from political institutions and to consider them illegitimate. Gibson also investigates whether Black people might have responded differently to the events of the 2020 election and its aftermath. He finds that in comparison to the White majority, Black Americans were less supportive of America's democratic institutions and of democratic values, such as reverence for the rule of law, because they often have directly experienced unfair treatment by legal authorities. But he emphasizes that the actions of Trump and his followers are not the cause of those weaker commitments. Democracy's Destruction? offers rigorous analysis of the effect of the Trump insurrection on the state of U.S. democracy today. While cautioning that Trump and many Republicans may be devising schemes to subvert the next presidential election more effectively, the book attests to the remarkable endurance of American political institutions.

    "Over the last half century, two major historical developments have transformed the nature of workers' rights and fundamentally altered the ability of low-wage workers to combat their exploitation. First, employment law-rather than labor law-now serves as the primary basis of workers' rights. Second, small, under-resourced, overburdened nonprofit worker organizations ("alt-labor groups")-rather than large, well-endowed labor unions-are now at the vanguard of organizing vulnerable, marginalized workers. Using diverse data and multiple methodological approaches, Daniel J. Galvin unpacks these developments and clarifies the links between them. Galvin shows that alt-labor groups have turned increasingly to public policy to scale up their work-and met with surprising success.     Political turmoil surrounding immigration at the federal level and the inability of Congress to pass comprehensive immigration reform have provided an opening for state and local governments to become more active in setting their own immigration-related policies. States largely dictate the resources, institutions, and opportunities immigrants can access: who can get a driver's license or attend a state university, what languages are spoken in schools and public offices, how law enforcement interacts with the public, and even what schools teach students about history. In States of Belonging, an interdisciplinary team of immigration experts - Tomás R. Jiménez, Deborah J. Schildkraut, Yuen J. Huo, and John F. Dovidio - explore the interconnections among immigration policies, attitudes about immigrants and immigration, and sense of belonging in two neighboring states - Arizona and New Mexico - with divergent approaches to welcoming newcomers. Arizona and New Mexico are historically and demographically similar, but they differ in their immigration policies. Arizona has enacted unwelcoming policies towards immigrants, restricting the access of immigrants to state resources, social services, and public institutions. New Mexico is more welcoming, actively seeking to protect the rights of immigrants and extending access to state resources and institutions. The authors draw on an original survey and in-depth interviews of a cross-section of each state's population to illustrate how these differing approaches affect the sense of belonging not only among immigrants, but among the U.S.-born as well. Respondents in Arizona, regardless of whether they were foreign- or native-born or their ethno-racial background, agreed that the state is unwelcoming to immigrants, and they pointed to Arizona's restrictive policies as the primary factor. The sense of rejection perceived by Latinos in Arizona, including the foreign-born and the U.S.-born, was profound. They felt the effects of administrative and symbolic exclusions of the state's unwelcoming policies as they went about their daily lives. New Mexico's more welcoming approach had positive effects on the Latino immigrant population, and these policies contributed to an increased sense of belonging among U.S.-born Latinos and U.S.-born whites as well. The authors show that exposure to information about welcoming policies is associated with an improved sense of belonging across most population groups. They also find that the primary dividing line when it came to reactions to welcoming policies was political, not ethno-racial. Only self-identified Republicans, Latino as well as white, showed reduced feelings of belonging. States of Belonging demonstrates that welcoming policies cultivate a greater sense of belonging for immigrants and other state citizens, suggesting that policies aimed at helping immigrants gain a social, economic, and political foothold in this country can pay a broad societal dividend.

    Americans' relationship to the federal government is paradoxical. Polls show that public opinion regarding the government has plummeted to all-time lows, with only one in five saying they trust the government or believe that it operates in their interest. Yet, at the same time, more Americans than ever benefit from some form of government social provision. Political scientist Suzanne Mettler calls this growing gulf between people's perceptions of government and the actual role it plays in their lives the "government-citizen disconnect." In The Government-Citizen Disconnect, she explores the rise of this phenomenon and its implications for policymaking and politics. Drawing from original survey data which probed Americans' experiences of 21 federal social policies -- such as food stamps, Social Security, Medicaid, and the home mortgage interest deduction -- Mettler shows that 96 percent of adults have received benefits from at least one of them, and that the average person has utilized five. Overall usage rates transcend social, economic, and political divisions, and most Americans report positive experiences of their policy experiences. However, the fact that they have benefited from these policies has little positive effect on people's attitudes toward government. Mettler finds that shared identities and group affiliations, as well as ideological forces, are more powerful and consistent influences. In particular, those who oppose welfare tend to extrapolate their unfavorable views of it to government in general. Deep antipathy toward the government has emerged as the result of a conservative movement that has waged a war on social welfare policies for over forty years, even as economic inequality and benefit use have increased. Mettler finds that voting patterns exacerbate the government-citizen disconnect, as those holding positive views of federal programs and supporting expanded benefits have lower rates of political participation than those holding more hostile views of the government. As a result, the loudest political voice belongs to those who have benefited from policies but who give government little credit for their economic well-being, seeing their success more as a matter of their own deservingness. This contributes to the election of politicians who advocate cutting federal social programs. According to Mettler, the government-citizen disconnect frays the bonds of representative government and democracy. The Government-Citizen Disconnect illuminates a paradox that increasingly shapes American politics. Mettler's examination of hostility toward government at a time when most Americans will at some point rely on the social benefits it provides helps us better understand the roots of today's fractious political climate.

In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people's perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector. Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles. However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples' earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public's interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.

    What does it mean to "trust?" What makes us feel secure enough to place our confidence--even at times our welfare--in the hands of other people? Is it possible to "trust" an institution? What exactly do people mean when they claim to "distrust" their governments? As difficult as it may be to define, trust is essential to the formation and maintenance of a civil society. In Trust and Trustworthiness political scientist Russell Hardin addresses the standard theories of trust and articulates his own new and compelling idea: that much of what we call trust can be best described as "encapsulated interest." Research into the roles of trust in our society has offered a broad range of often conflicting theories. Some theorists maintain that trust is a social virtue that cannot be reduced to strategic self-interest; others claim that trusting another person is ultimately a rational calculation based on information about that person and his or her incentives and motivations. Hardin argues that we place our trust in persons whom we believe to have strong reasons to act in our best interests.     For African American men without a high school diploma, being in prison or jail is more common than being employed--a sobering reality that calls into question post-Civil Rights era social gains. Nearly 70 percent of young black men will be imprisoned at some point in their lives, and poor black men with low levels of education make up a disproportionate share of incarcerated Americans. In Invisible Men, sociologist Becky Pettit demonstrates another vexing fact of mass incarceration: most national surveys do not account for prison inmates, a fact that results in a misrepresentation of U.S. political, economic, and social conditions in general and black progress in particular. Invisible Men provides an eye-opening examination of how mass incarceration has concealed decades of racial inequality. Pettit marshals a wealth of evidence correlating the explosion in prison growth with the disappearance of millions of black men into the American penal system. She shows that, because prison inmates are not included in most survey data, statistics that seemed to indicate a narrowing black-white racial gap--on educational attainment, work force participation, and earnings--instead fail to capture persistent racial, economic, and social disadvantage among African Americans. Federal statistical agencies, including the U.S. Census Bureau, collect surprisingly little information about the incarcerated, and inmates are not included in household samples in national surveys. As a result, these men are invisible to most mainstream social institutions, lawmakers, and nearly all social science research that isn't directly related to crime or criminal justice. Since merely being counted poses such a challenge, inmates' lives--including their family background, the communities they come from, or what happens to them after incarceration--are even more rarely examined. And since correctional budgets provide primarily for housing and monitoring inmates, with little left over for job training or rehabilitation, a large population of young men are not only invisible to society while in prison but also ill-equipped to participate upon release. Invisible Men provides a vital reality check for social researchers, lawmakers, and anyone who cares about racial equality. The book shows that more than a half century after the first civil rights legislation, the dismal fact of mass incarceration inflicts widespread and enduring damage by undermining the fair allocation of public resources and political representation, by depriving the children of inmates of their parents' economic and emotional participation, and, ultimately, by concealing African American disadvantage from public view.
