This book comprehensively discusses the role that non-state actors play in the Arctic and assesses the normative role of these actors. Beyond any organised forum, there are actors that have a significant impact on the way the Arctic is developed, adjudicated, managed, perceived, presented and represented. This book complements the literature on non-state actors in international law and international security, world politics and international relations and provides a geographical account of their role for the Arctic. The book content is not limited to a specific discipline, but takes into account different approaches to the topic. This means that it contains three types of contributions: research articles, shorter research notes and commentaries. While the research articles constitute the main body of the work, it is also the research notes which provide an insight into issues related to the topic of the book.

This book addresses the Arctic and the northern regions by exploring cold waters and northern seascapes. It focuses on cultural discourses and artistic representations concerning the human experience and imagination of how the Arctic Ocean has been explored and used. It aims to assess what is specific to the northern waters vis-a-vis other sea and water areas in the world. The contextual background is provided by the fundamental shift from terra-based thinking towards aqua-based thinking, including the histories of the northern waters and the innovative ocean studies of the last decades.This book will be of interest to readers in Arctic studies and Sea and Ocean studies (including those with interests in literature, history, cultural and film studies, anthropology and politics), Environmental History and Cultural studies as well as in Russian studies. This book explores the broad trajectory of the Holocene epoch in a region defined as the North Atlantic Polar Triangle (NAPT). The text is multi-disciplinary and synthetic, and focuses on the area extending from the North Pole to the Equator, and covers 60 degrees of longitude, encompassing the entire North Atlantic and significant parts of the land-masses that surround it. It discusses the physical, ecological and cultural history of the NAPT and its bordering regions after the end of the Last Glacial Maximum. It outlines the long-term changing relationships between environmental processes and humans within this single space, providing insight into the broader and more complex interactions happening globally. The author proposes, on the basis of the changes that can be documented in the NAPT, probable trajectories of change in other equally complex but less well-documented, and less geographically constrained Earth systems. It contributes to the ongoing discussion of human transformation of the world, and the current debate about the designation of a new geological epoch, the Anthropocene. It concludes by supporting the proposition that the Anthropocene is best understood as a boundary event, marking the upper limit of the Holocene, rather than as a new epoch. The intended audience includes physical geographers, anthropologists and readers exploring the synthetic analyses of the crisis humans currently confront as the world enters a period of extraordinary change

This book outlines a recommended Icelandic security force as part of the country¿s defence against sub-strategic threats such as human trafficking by criminals or border incursions by other states. It also tests the recommended security force through the development of four different hypothetical scenarios in the year 2030 designed to show the force¿s successful implementation. Melting of the Arctic ice pack, and the opening of the Transpolar Sea Route around 2025 could lead to an increase in traffic into the North Atlantic from the Pacific (and vice versa). That movement is predicted to bring a massive influx of tourists, business interests, and government entities into the region. Along with legitimate uses of the new shipping lanes, the opportunity for terrorists, criminals, and rogue states to travel in and around the Arctic could lead to increased smuggling, violence, and sovereignty disputes (i.e., seizing uninhabited terrain). A review of Iceland¿scurrent security policies indicates that the parliament provided the legal framework to create the recommended security force with the 2016 Parliamentary Resolution establishing a National Security Policy for Iceland. Many scholars and government officials believe that the Iceland public would not support a security force culturally. Yet, recent surveys reveal that many Icelanders could accept a security force to protect them from sub-strategic threats, especially if the increased security could be attained without the intervention of foreign military forces. The recommended security force utilizes Icelandic search-and-rescue volunteers and Reservists to increase the protection of the country funded by its full NATO contribution.

This open access book provides a current view on education, equity and inclusion within the lens of education for a sustainable North. The first book published by the University of the Arctic Thematic Network for Teacher Education for Social Justice and Diversity (Including the North: A comparative study of the policies on inclusion and equity in the circumpolar North, 2019) highlighted policies of inclusion and equity in education in national and regional contexts. This new book explores in more depth the provision of education across the north, focusing on challenges and innovations in meeting the needs of diverse learners in remote and rapidly changing contexts.While many texts address issues of equity, inclusion and diversity, they are almost all focused on the global South, and miss the lessons that can be learned from Northern regions. This book offers an extended essay on teaching and learning through various perspectives and experiences with the aim of creating a moresustainable North. It is structured around two main themes: 1) Supporting Teachers for Diversity and Inclusion in the Classroom including consideration of language and identity issues, 2) Engendering community solutions to structural and geographical challenges in education in the circumpolar north.

This book investigates the multifaceted nature of change in today¿s Nordic Arctic and the necessary research and policy development required to address the challenges and opportunities currently faced by this region. It focuses its attention on the recent efforts of the Nordic community to create specialized Centers of Excellence in Arctic Research in order to facilitate this process of scientific inquiry and policy articulation. The volume seeks to describe both the steps that lead to this decision and the manner in which this undertaking as evolved. The work highlights the research efforts of the four Centers and their investigations of a variety of issues including those related to ecosystem and wildlife management, the revitalization resource dependent communities, the emergence of new climate-born diseases and the development of adequate modeling techniques to assist northern communities in their efforts at adaptation and resilience building. Major discoveries and insights arising from these and other efforts are detailed and possible policy implications considered. The book also focuses attention on the challenges of creating and supporting multidisciplinary teams of researchers to investigate such concerns and the methods and means for facilitating their collaboration and the integration of their findings to form new and useful perspectives on the nature of change in the contemporary Arctic. It also provides helpful consideration and examples of how local and indigenous communities can be engaged in the co-production of knowledge regarding the region. The volume discusses how such research findings can be best communicated and shared between scientists, policymakers and northern residents. It considers the challenges of building common concern not just among different research disciplines but also between bureaucracies and the public. This book is based on presentations from the Conference 'Arctic Marine Resource Governance' held in Reykjavik Iceland in October 2015. The book is divided into four main themes: 1. This book provides an overview of the current state of knowledge of Arctic ice shelves, ice islands and related features. Much has been published about Antarctic ice shelves, but to date there has not been a dedicated book about Arctic ice shelves or ice islands.

This book investigates multidimensional change in the Arctic and policy response to it. It focuses its attention on the need for effective leadership within the region. In so doing it considers the contribution made by the main international organization of the region, the Arctic Council. In particular, it examines the various leadership functions undertaken by the Chair of that body including that of convener, manager, promoter, representative and resolver of differences. It is argued that in performing these multiple roles the Chair is contributing to the necessary leadership required to address pressing Arctic concerns. The book highlights the activities of the four most recent Arctic Council Chairs, Sweden, Canada, the United States and Finland. It considers the programs for action that each of these countries promoted during their terms at the helm of this major circumpolar organization. It examines the particular approaches, methods and strategies that each used to advance its agenda and the consequences of such efforts. It focuses attention on the need for building consensus among a diverse membership including Arctic states, organizations representing northern indigenous peoples, non-Arctic countries and non-governmental bodies. Drawing upon the insights of scholars from several disciplines from across the circumpolar community, the collected essays in this volume seek to paint a picture of the real challenges and opportunities for international diplomacy in the contemporary North. It suggests that there are true "lessons to be learned" in advancing leadership within the region. The book provides a means for considering these and the most effective means of response.
