Increasing irrigation efficiency has been high on the political agenda in Spain for many years. However, the overarching aim to reduce agricultural water consumption has not been met so far. To explore this phenomenon, Nora Schütze investigates processes of coordination between the water and agricultural sector in three Spanish river basins in the context of the EU Water Framework Directive implementation. From the perspective of polycentric governance, she identifies multiple mechanisms which illustrate how and why actors interact in certain ways, and thus shows why environmental aims of the Water Framework Directive remain unachieved.

Framed by complexity-thinking, this book uses the prism of security sector reform (SSR) to trace the co-evolution of the Western Balkans as part of the EU/Europe security community and the European Union (EU) as a security actor. It aims to analyse the suitability and adaptability of EU security governance to a VUCA world, i.e. a world of increasing vulnerability, uncertainty, complexity, and ambiguity¿the world of transformative change. It takes a detailed view on the transformation of regional and state security in the Western Balkans and the EU¿s role in the process between 1991, the year that marked the flare-up of violence and large-scale conflict, and 2013, when the first state of the region joined the EU.

Volume II examines the history of the European Union from an inside-out perspective, focusing on the internal developments that shaped the European integration process. Split into three parts, Part I covers the principles that have defined European integration, exploring the treaties and their changes through time, with Brexit being a core milestone. Part II considers the different instruments within the architecture of European integration, with special focus on the development of policies, the euro and enlargement. Part III concentrates on the various narratives surrounding European integration, in particular the concepts, goals and ideas that both spoke and failed to speak to the hearts and minds of Europeans. This includes the 'longue durée' concept, peace, European culture, (the absence of) religion, prosperity and (a lack of) solidarity and democracy.

What are the implications of combating the pandemic for basic principles of the rule of law and for the various system levels of the law? Are there such things as best practices in pandemic control? Finally, can models and models of legal regulation of a pandemic be derived from the geopolitical context? The following contributions contain divergent national models of pandemic regulation. Conclusions and recommendations may be derived from this, which could be applied to the respective national legislation. Which European and non-European ideas and practices facilitated the shaping of European unity? Or rather, which pursuits led to deadlocks in the cooperation between states? The book seeks answers to these questions by surveying the historical attempts at realizing supranational patterns of governance in Europe since the Middle Ages. The main focus is on the nineteenth and twentieth century organizational models of European unification. The analysis draws on an abundance of historical and legal source material. While the author encourages critical thinking about European integration, the exploration is admittedly based on specific values. va Bka claims that the struggle for the humanization of power with its democratic creative force has been the major driver in the development of the system of liberties and the idea of European unity. 'Combatting' irregular migration is one of the key challenges to migration management at EU level. The present book addresses one of the most pressing structural problems regarding the EU's return policy: the low return rate of irregularly staying migrants. In this regard the EU Return Directive obliges Member States to issue a return decision, yet only 40% of such decisions are enforced annually. Moreover, despite the political and legal efforts, the EU is not making any significant progress in enforcing the rules it has laid down in the Return Directive. The legislation of EU Member States may, however, serve as a source for possible solutions to 'combat' the problem of irregularly staying migrants. It is for this reason that the book compares the system of regularisations in Austria, Germany and Spain. Regularisations constitute an effective alternative to returns because they terminate the irregular residence of migrants, not through deportation, but rather by granting a right of residence. Regularisation is therefore understood as each legal decision that awards legal residency to irregularly staying migrants. As is shown by the examination and comparison of regularisations in Austria, Germany and Spain, differentiated systems of regularisation exist at national level. However, EU regularisations supplementing the present return policy would be more effective at 'combatting' irregular migration at EU level.
