Politikwissenschaftliche und zeitgeschichtliche Untersuchungen zu den Karrieren deutscher Spitzenpolitiker*innen beschäftigten sich bislang vor allem mit deren Aufstieg und weniger mit dem Ende von politischen Laufbahnen. Aus welchen Gründen treten Politiker*innen aus dem Amt zurück? Was sind die Hintergründe, Motive und Konsequenzen einer solchen Entscheidung? Müssen Rücktritte zwingend Resultat eines Scheiterns sein oder kann es auch ¿erfolgreiche¿ Rücktritte geben? In diesem Band werden theoretische Grundlagen der Rücktrittsforschung aus rechtlicher und politikwissenschaftlicher Perspektive erarbeitet, Rücktrittskulturen in unterschiedlichen Ländern vergleichend untersucht sowie verschiedene Fallbeispiele in ihren spezifischen Einzelfallbedingungen unter die Lupe genommen.

The book consists of four chapters. The first one contains information about the topic which introduce the project's characteristics, and, at the same time, provide the background for further theoretical and methodological reflection. The second chapter contains a list of research problems and questions, a presentation of the philosophical worldviews (research paradigms) of the project team who guided the planned research and which resulted in the adoption of research strategies compatible with them, and, consequently, procedures and techniques for obtaining source materials and their analysis. In the third chapter, we present a set of terms, ideas, and concepts which inspired the project team as useful tools for describing and analysing the phenomenon under study. The fourth chapter is a kind of ligature that binds together all the previous findings, it is a summary of integrating ideas, concepts, as well as the adopted research procedures and techniques.

As young people constitute the future development of Cuba, constant analysis of their diverse life experiences is necessary in new and diverse publications by a variety of researchers. This book examines how youth practices intersect with and are influenced by development ¿ economic, human, psychological, social ¿ and how young people negotiate and influence development trends in Cuba. The point of departure for Youth and Development in Cuba is a pluralistic understanding of youth(s) ¿ that is, juventud(es) in Spanish ¿ seen as an active generational subject, influenced sociohistorically, as a kind of collective identity. This edited collection offers a timely and original perspective on the many upheavals and revolutions that broke out across the world during the earlytwentieth century. With previous research tending to confine revolutions within national borders, this book sets out to place them within a broader global sphere of thought and action. The authors explore the time phase between the Russian Revolution of 1905 and the Asturian Revolution of 1934, including cases from South Africa, Australia, China, the Middle East and Latin America. Offering a fresh take on a crucial phase of European history, this book explores the years between the 1980s and 1990s when the European Union took shape. Whilst contributing to existing literature on the Maastricht Treaty and European integration at the end of the twentieth century, the book also brings those debates into the twenty-first century and makes connections with longer-term issues. The transformation of the European political climate in the wake of the global financial crisis in 2008, and the watershed Brexit vote in 2016, has made it all the more urgent to reconsider the way scholars and opinion-makers have looked at European integration in the past. Drawing from recently released archival documents, the authors analyse European cooperation as part of the broader international history in which it unfolded, taking into account the changes in the Cold War order and the advance of a new phase of globalisation. Comparing and contrasting the debates, objectives and achievementsof the 1980s and 1990s with the current political landscape of the European Union, this book proposes a novel interpretation of the choices that were made during the Maastricht years, and of their longer-term consequences.

In diesem Buch wird erstens Hegels ideengeschichtlicher Beitrag zur Genese von Sozialstaatstheorien herausgearbeitet und zweitens seine politische Theorie für die politiktheoretische Modellierung von Sozialstaatlichkeit fruchtbar gemacht. Mit Hegel lässt sich ein Mittelweg zwischen vor allem ökonomisch orientierter Sozialpolitik und vor allem anerkennungsfokussierter Identitätspolitik einschlagen, der weder mangelnde Anerkennung nur als Epiphänomen ökonomischer Verhältnisse versteht noch freiheitsbeschränkende Armut durch die Einforderung von Respekt für prekäre Lebenslagen normalisiert. Im genuin modernen Konflikt des Auseinandertretens von Gesellschaft und Staat, von sich selbst verwirklichendem Individuum auf dem Markt und der Gemeinschaft, zeichnet sich eine neue zentrale Funktion des Staats ab: Die Garantie der Freiheit für seine Bürger. Der Sozialstaat als Mittel dieser staatlichen Freiheitsgarantie erfüllt somit nicht nur eine bedeutende Rolle in der Versöhnung von Individuum und Gemeinschaft, sondern bildet hierdurch zugleich ein zentrales Legitimationselement des modernen Staats.

Gibt es andere Maßstäbe für die Entscheidungen, die Verfassungsrichter treffen, als das geltende Recht und Präzedenzfälle? Die vorliegende Arbeit untersucht, ob sich das für den U.S. Supreme Court etablierte strategische Modell richterlicher Entscheidungsfindung auf das Bundesverfassungsgericht übertragen lässt und kommt zu dem Schluss, dass es sich bei den Verfassungsrichtern in Karlsruhe durchaus um strategisch denkende und agierende Akteure handelt.

This book is organized around the personal struggles of ten extraordinary French women activists: Eugenie Niboyet, Eugenie Foa, Suzanne Voilquin, Josephine Bachellery, Pauline Roland, Jeanne Deroin, Elisa Lemonnier, Desiree Gay, Adele Esquiros, and Marie Noemie Constant. Ranging in age from 52 to 20 in 1848, coming from different economic backgrounds, these women share a common quest to be included in the economic and political rights won by the revolt against the July Monarchy.Banding together in the face of exclusion from the right to work guaranteed to all men in February 1848, they write petitions to the Provisional Government, and create the first daily feminist newspaper, "e;La Voix des femmes."e; The newspaper is a forum for their demands: midwives who demand to be paid as civil servants, domestic workers who demand support while unemployed, teachers who demand opportunities for higher education and for higher wages. The right to vote and the right to divorce are debated in the newspaper. Seeking to widen their support, Niboyet and her cohort launch a political club, Le Club de femmes, which is ridiculed in the satiric press. The women activists of 1848 do not withdraw from the public sphere. They form workers' associations. Deroin and Roland are imprisoned for their activism. All continue to work for women's rights as teachers, writers, and artists.The women of 1848 inspire successive generations of women to continue their struggle. 

This book critically examines the development of the 'stirring up hatred' offences which are currently found within the UK's Public Order Act 1986. Through a critical discourse analysis of key excerpts of parliamentary Hansard, the book constructs a detailed genealogy of the offences from the perspectives that shaped them. A novel application of theory on 'myth' is used to navigate the complex arguments and to trace ideas about identity and order across parliamentary debates, from fears of Fascism in the 1930s to condemnations of homophobia in the early 21st century. The story of the stirring up hatred offences told in this book therefore extends far beyond the traditional frame of a dilemma between regulating hate speech and safeguarding free speech: it is inextricably entwined with myths about law, race and national identity, and speaks to wider themes of coloniality, neoliberalism, white entitlement, British-Christian exceptionalism and the innocence of law. Written in an accessible and engaging style, this book challenges a wide range of assumptions about hate speech law and raises a series of considerations for developing forms of accountability that are less complicit in the harms that they are supposed to redress.

This volume brings together scholars from intellectual history, social sciences, philosophy and theology to evaluate central questions concerning political violence and aggression. This multidisciplinary collection of essays critically investigates forms and modes of justification of political violence from historical and contemporary perspectives, especially within the context of the development of the idea of Europe and modern European identity. What is meant by political violence and aggression? When and under which conditions is it justified? Who has the right to exercise it and against whom? Answers differ depending on various factors such as pre-established ends, available resources and possibilities of action, historical and socio-economic context, the ideological, political, and religious-theological background of the actors. The volume pays special attention to (a) how the above questions have been addressed and answered political, philosophical and theological thought, and (b) what kind of ideological currents and historical events lay at the background of such considerations.

This book traces changing attitudes towards secrecy in eighteenth-century France, and explores the cultural origins of ideas surrounding government transparency. The idea of keeping secrets, both on the part of individuals and on the part of governments, came to be viewed with more suspicion as the century progressed. By the eve of the French Revolution, writers voicing concerns about corruption saw secrecy as part and parcel of despotism, and this shift went hand in hand with the rise of the idea of transparency. The author argues that the emphasis placed on government transparency, especially the mania for transparency that dominated the French Revolution, resulted from the surprising connections and confluence of changing attitudes towards honour, religious movements, rising nationalism, literature, and police practices. Exploring religious ideas that associated secrecy with darkness and wickedness, and proto-nationalist discourse that equated foreignness with secrecy, this book demonstrates how cultural shifts in eighteenth-century France influenced its politics. Covering the period of intense fear during the French Revolution and the paranoia of the Reign of Terror, the book highlights the complex interplay of culture and politics and provides insights into our attitudes towards secrecy today.

"Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations--some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors--all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue.
