This is the first book to articulate how to address interlinkages among sustainable development goals (SDGs), which are keys to implementing those goals by 2030. At the heart of the book is a resilience approach to the enabling relevant systems, practices, and education and research. While SDGs are well known at different levels from local to global spheres, a major gap can be seen between goals and approaches, as approaches are lacking for addressing interlinkages among SDGs. The United Nations General Assembly in 2015 acknowledged interlinkages as being of crucial importance in ensuring the purpose of the goals. However, few actual approaches have been specified to address the interlinkages or interconnections at both the policy and practical levels. Thus, it is urgent to face the question of how to address the interlinkages by stakeholders¿not only policy communities and researchers but also practitioners and students, especially innovators who can go beyond existing boundaries. By highlighting that challenge, this book lays out a path for addressing interlinkages among SDGs by applying a resilience approach to the issues of a sustainable society. The resilience approach has been developed from combinations of different modes of thinking and practices, including the systems approach, systems and design thinking, and resilience thinking and practices. Based on this overarching approach, innovators seek out the relevance of that approach to their SDGs-related practices at the system, local, and educational levels. The book therefore serves as a guide to how the resilience approach can contribute to accelerating implementation of SDGs by 2030.

This book presents to the reader the economic, fiscal and financial crises in world history that have had a great impact on the entire world and the fiscal measures taken by governments to combat each crisis since the 1600s in chronological order. Such events are often described as Black Swans, a concept introduced by economist and risk analyst Nassim Nicholas Taleb in the book Fooled By Randomness in 2001, in reference to events that were thought to be impossible but had a huge impact when they did happen.The first part of the book discusses the crisis models in order to allow the reader to better understand the financial, fiscal and economic crises that are detailed in the following chapters. Each chapter starts with an overview of the crisis in question followed by an analysis of the impact on the affected countries. They go on to highlight the causes of the crisis in question, the fiscal and financial measures employed to recover from it and ends on a description of the post-crisis period.Given the profusion of black swan events that the 21st century has already witnessed, this book would be a valuable read for academics and students of economics as well as practitioners and policy makers. 

The countries in the Western Balkans have been severely affected by the wars and conflicts that led to the breakup of former Yugoslavia, by political instability and the effort of creating new states, weak economies and high levels of unemployment, poverty and social exclusion, and inequality. As revealed by recent surveys, such as EBRD¿s Life in Transition Survey and Eurofound¿s European Quality of Life Survey, life satisfaction in the region is far below that elsewhere in Europe. In recent years they had achieved a strong impetus of economic growth with falling rates of unemployment and increasing optimism for the future. However, the COVID-19 pandemic of 2020 has brought about a sudden reversal of these trends and a renewed deterioration in the economic outlook, and an increase in social hardships that heralds a repeat of past failures in economic inclusion policies. This book identifies the key challenges in the areas of economic inclusion, focusing on thethemes of labour markets, vocational education and skills, female entrepreneurship and the integration of migrants. This book examines the emerging trends in vanishing borders of urban local government finance due to uncertain local tax and expenditure regimes. It analyzes the global developments with illustrations from state budgetary operations of the Indian federation. This trend has gained momentum due to concentration of population in cities and big towns as a consequence of globalization, leading to enhanced environmental vulnerability due to climate change. Expanding expenditure needs have not been corresponded by revenue regimes and transfers. Moreover, involving corporate sector in local area preference initiatives through mandatory corporate social responsibility (CSR) is an interesting development. It is expected to work as a local fiscal additionality to supplement locally provided civic and infrastructure services. This additionality may also evolve into public private partnerships at the local level. Such development however has the potential of displacing local government operations.The focus of the book hinges around critically examining setbacks to fiscal decentralization and challenges in improving the status of urban local finances to enhance fiscal autonomy of these governments, particularly in Indian scenario. The book also explores the possibility of an expanded role of local fiscal policy in the context of globalization and climate change, besides addressing the conventional responsibilities with respect to quality of civic services.

Housing: A Missed Opportunity reveals for the first time the tangled story of the Kenny Report published by the Irish Government in 1973 aimed at curbing house prices by capping the price of development land. For a variety of reasons, the report was never implemented largely due to pressure from vested interests including civil servants, developers, the legal profession and farmers. However, there have been continued calls for the recommendations of the 50-year old report to be implemented which still have relevance today.

This book reviews the basic process of Chinäs fourteen five-year plans with systematic theoretical overview and rich historical data and moves on to discuss the theoretical logic of plan-based state governance. The authors hold that the five-year planning system with Chinese characteristics is a flexible planning system; through adaptive macro-planning and incentive target governance, it mobilizes government, market and social forces to work together to fulfill national objectives and is a representative mechanism of the state governance system and a symbol of modernized state governance capacity.From an academic point of view, it theoretically answers questions about what, why and how concerning the five-year plans. From an interdisciplinary perspective, it explores the theoretical logic and experience of plan-based governance by combining Marxism, western theories, and the science of history. Der Schutz von kritischen Infrastrukturen spielt eine entscheidende Rolle bei der Aufrechterhaltung täglicher Dienstleistungen und schützt sowohl die Bevölkerung als auch die nationale Wirtschaft eines Landes. Bisher ist die Policy zum Schutz Kritischer Infrastrukturen freiwillig. Ihre Implementation hängt vom Betreiber der Kritischen Infrastruktur ab. Im Zuge der Corona-Pandemie wurden Maßnahmen ergriffen, die zu Veränderungen der Policy-Inhalte geführt haben. Zudem führt das (aktuell im Entwurf befindliche) KRITIS-Dachgesetz zu einer grundlegenden Novellierung der Policy. Dies macht eine eingehende Analyse des Status quo der Implementation durch die Betreiber erforderlich. Die qualitative Untersuchung dieser Arbeit vergleicht anhand von drei Fallstudien die Umsetzung der Policy zum Schutz Kritischer Infrastrukturen an deutschen Verkehrsflughäfen. Die Kernfragen sind dabei: Wie wird die Policy implementiert und wie lässt sich dies erklären?

How do international students and alumni contribute to development in their countries of origin? Is the development effect greatest when students return to their countries of origin directly after completing their studies and become involved locally there, or can they also support the development of their country of origin if they remain abroad after their studies and contribute their knowledge and capital to the development process of their country of origin via transnational networks? Specifically, this question is examined in this publication using the example of the scholarship and alumni work of the Catholic Academic Alien Service (KAAD) in five countries of different developing regions: Georgia, Ghana, Indonesia, Colombia and Palestine.
