The federal government's response has been to create a single national biodefense strategy, which has been largely ineffective in improving conditions due to poor terminology, a lack of leadership, and a failure to assess government programs.Applying a public policy framework, Albert J. Mauroni examines how the government addresses biological threats-including disease prevention, bioterrorism response, military biodefense, biosurety, and agricultural biosecurity and food safety. He proposes a new approach to countering biological threats, arguing that lead agencies should focus on implementing discrete portfolios with annual assessments against clear and achievable objectives.

Instead of lamenting a demise of expertise, Christiane Gerblinger asks: does the expert advice of policy officials feature characteristics that invite its government audience to overlook or misread it? To answer this question, Gerblinger critically examines official policy advice and finds the language of the rebuffed: government experts reluctant to disclose what they know so as to accommodate political circumstances. She argues that this language evades stable meaning and diminishes the democratic right of citizens to scrutinise the work of government.

This is the second of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on Europe was published in 2020. It will be followed by two more volumes on Asia Pacific, and Africa. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and sectors.
