    In the decade beginning with the hanging of Louis Riel in 1885, a series of radical and religious conflicts shook Canada, culminating in the Manitoba school crisis of the 1890s. By 1896, the focal point of the controversy was remedialism, the attempt to have Roman Catholic school privileges in Manitoba restored by federal  action against the provincial government. The struggle over remedialism involved nearly every aspect of Canada's internal history - Conservative-Liberal, federal-provincial, east-west, French-English, Catholic-Protestant, church-state. But, illustrating as it does the complexity and sensitivity of the ground where politics and religion meet, the election of 1896 has remained particularly fascinating for the degree to which Roman Catholic church authorities, above all in Quebec, entered the political process and were involved in the struggle to power of Wilfrid Laurier.The school question and the struggle over remedialism present an illuminating case study of complex relations at a formative period in Canadian history. This book focuses on the scene behind the scene, seeking in particular to discover how Quebeckers, civil and ecclesiastical, were reacting to a key problem of French and Catholic rights outside Quebec. There is a strong emphasis on personal correspondence, rather than on published statements, and the author has marshalled a wide range of material that has never been fully exploited. The story is told chronologically in order to assess the impact of major events as it developed. Many of the classic questions of church-state relations are brought into focus.This is a story often of fear, prejudice, and ignorance, but it is also a story of strength and resilience, principle and faith. Uniquely Canadian, it tells us something important about the shift from the Canada of Macdonald to the Canada of Laurier.

As a new democracy, and the home country of many migrants, Mexico provides a fascinating landscape to research these developments. According to the World Bank, approximately 2% of Mexico's GDP comes from financial remittances. How do remittances shape Mexican politics? Remittance is often spoken of in terms of finances - even Webster defines remittance as "a transmittal of money (as to a distant place)". Even so, it is important to consider the effect of social remittances as well, which is "the exchange" (or transmittal, as Webster likes to say) "of ideas, skills, practices and know-how". The political process is shaped by more than economy and finances, and although both play an important role, it is necessary to consider the social aspects that contribute to policy and democratization as well. While much research has been done on the economic and social effects of remittances, there is a clear gap in studies on the political consequences. Economics and social values form political issues and movements, so it is important to understand how remittances contribute to politics as well. With anti-immigration sentiments playing a large role in recent political movements, there has been a focus on the effects of immigration in receiving countries, as opposed to sending countries. Social remittance through family members living in countries with more developed democracies can make individuals more critical of their own country's politics. Financial remittance can make individuals less reliant on patronage systems). Based on this information, I hypothesize that remittance helps promote democratization in Mexico through increased political engagement, holding institutions accountable and encouraging competitive elections.

The study specifically examines the influence of the size of the local government, technology, complexity and auditor competence in relation to the timeliness of financial reporting in the local government. A total of twenty-four structured questions and eighty questionnaires are used to evaluate respondent¿s perceptions.The process of getting financial information from any local government takes time because the users have to wait until the financial accounts are published in the official government gazettes. As a result, there is a possibility of lack of interest in the financial accounts of local government as any potential issues fade with the passage of time if the reporting is overly late or inexplicable, so it will lose its relevance. Some critical issues identified which are responsible for delay in reporting in local government include the current environment of across-the-board budget cuts, over bloated size of the local government, lack of technology advancement, increased number of unqualified staff resources and new accounting standards, poor internal control system, inadequate system to record account for and monitor spending in terms of legislated processes.The findings reveal that the size and the complexity of the local government have significant impact on the timeliness of financial reporting, while auditor competence has no impact on timeliness. It recommends that the local government council in Edo State should ensure that their financial statements are published at the right time of their financial year so that users of the financial statements can have access to their reports. It is concluded that the timely release of a financial report is an essential ingredient for maintaining confidence in the minds of the stakeholders, as the lengths of time in which financial statements are reported to have an impact on the progress of the local council.

    Following the significant advance of English in Ireland during the 18th century, the restoration of Irish as the vernacular language formed a key part of a broad cultural Revival movement from the late 19th century. Many of those who fought figuratively or literally for independence learned Irish to varying degrees of success or broadly supported the aims of the Revival movement. Significant policy measures to promote Irish were adopted following independence in 1922, particularly in the fields of education, legal status and public administration. Despite decades of contestation around revitalisation, Irish continues to enjoy institutional supports denied to many other European minority languages but remains weak as a community language.¿Published in the centenary year of the foundation of the Irish state, this book reviews one hundred years of government policy on Irish and assesses its relative success or failure. A standard question was used as the major instrument for data collection from 100 officials of the three labour unions, ASUU, NASU and SSANU of Obafemi Awolowo University. These three groups are the main actors in industrial relations within the university system. 35 ASUU officials, 35 SSANU officials and 30 NASU officials were randomly selected using a random sampling technique.The study concluded with a recommendation that the government should increase allocation to the Nigerian education sector in order to ensure the country¿s education standard. Furthermore, the government should create a forum where prominent stakeholders of the two factions can meet continually to discuss matters of concern.Regardless of the numerous advantages of university education in Nigeria, the educational sector still faces numerous challenges. Corruption is one of the major factors that have deterred the Nigerian educational sector from achieving optimum results and meeting up the requirements of the 21st century. It has led to an unprecedented level of industrial unrest and many official assaults.

This paper consists of three parts. Part one traces the origin and development of local self-governments in India and the significance of 73rd and 74th constitutional amendment acts. Part two consists of the features of local self-governments in India and the issues involved in it such as caste, economic factors and gender disparity. Part three analysis the interface of human rights and local self-governments and it is followed by a conclusion.The system of local self-government has taken a leap forward in guaranteeing a life of dignity and respect to the citizen at the local village level in India. In a formal sense, all the states in India have conformed to the constitutional requirement of ensuring the participation in the local self-governments to the hitherto excluded groups through the system of reservation. This institutionalisation of local self-governments since 1990s that has added greater momentum to the decentralisation process has also had some deeper implications for the human rights situation in India. Even as the democratic process has been extended, changes in traditional society have involved conflict. Therefore on the other side after India had taken bold steps to strengthen decentralisation and local self-governance system the human rights violations at all levels have not decreased. It is ironical that elections in India become an occasion for serious human rights violations. Although it happens even during elections to the states and parliament the violence is more in the local elections as the polling percentage is higher at this level. Further, violence has increased at the village levels as political power is the most important instrument that exists at the local level and everyone wants to wield it.

Over the course of politicking amongst Canadäs many jurisdictions, namely among the provinces and the federal government, there are times when they become stranded in their irresolution on certain matters of great controversy. In some of these moments, the disputant governments turn to Canadäs judicial wing by launching ¿reference cases¿ for the courts to deliver advisory opinions on a given set of matters. It is hoped that these judicial opinions, typically those from the Supreme Court of Canada, will break the inertia of the governments on the issues at hand, although it often entails one or more of the parties leaving the courtroom less than satisfied. Three of the most critical reference cases in Canadian history deal specifically with intergovernmental relations, those being the Patriation Reference (1981), the Quebec Veto Reference (1982), and the Quebec Secession Reference (1998). They are also the most representative of why resorting to the courts to effectively arbitrate on contentious political matters between governments is inadvisable. In the courts¿ endeavour to provide coherent answers on the complex political issues they are presented with, they greatly risk mishandling these cases which can seriously aggravate relations among the provinces and the federal government. Aside from the potentially dire consequences for Canadian unity that using reference cases for intergovernmental relations and conflict resolution carry, the advice the courts deliver in these cases can be manipulated by governments and have effects that the courts may never have expected or intended, further reinforcing the danger of these reference cases.

Kunne faglighed og politik bringes til at lege noget mere sammen? Det vil jeg gerne bidrage til. Det er ambitionen med denne bog. Jesper Kinch-Jensen er ansat i Væksthusets kompetencecenter, der arbejder med beskæftigelsesfaglighed, tidligere medlem af Odense Byråd 1997-2001, 2005-2009 og 2010- 2013. Han opstiller igen til Odense Byråd i 2021. Han har arbejdet som pædagogmedhjælper, faglig sekretær, fagforeningsformand (PMF), voksenunderviser og beskæftigelsesfaglig konsulent. Dermed skabte de det kunstneriske amatørteater, som kan give almindelige mennesker adgang til gennem teateret at fortælle historier, der øser af den skabende kraft, der er i mennesket selv til at tænke ud over sig selv.Det var det, man ville i 1948 og har villet lige siden. Målet er ikke nået, men drømmen er intakt, og lever i bedste velgående.
