Nichtregierungsorganisationen oder Non-Governmental Organizations(NGOs)) und ihredemokratische Legitimität untersucht werden. Beispielhaft werde ich dazu eineNichtregierungsorganisation hinsichtlich ihrer demokratischen Strukturen untersuchen. Es solluntersucht werden, ob der Vorwurf des Demokratiedefizits berechtigt ist.Die Argumentation wird in drei Schritten erfolgen: Zunächst soll der Demokratiebegriff definiertwerden, an dem ich mich orientiere. Unter Demokratie werden im Allgemeinen politischeEntscheidungen verstanden, an denen das Volk direkt und freiwillig beteiligt ist sowie diesebeeinflussen und gestalten können. Dieses geschieht i.d.R. durch allgemeine und freie Wahlen. DieBevölkerung übt aber nur indirekt Herrschaft aus, da moderne Demokratie durch poltisischeEinrichtungen, wie Parteien oder Parlamente, geprägt sind (Hillmann, 1994, 143f). Die Grund- undMenschenrechte sowie die politische Organisation und die Verteilung der politischenZuständigkeiten werden in Verfassungen festgelegt.In einem zweiten Schritt werden NGOs im Allgemeinen und ihre Ziele und Einflussmöglichkeitenuntersucht. In dem letzten Teil wird schließlich die demokratische Legitimität von NGOs amBeispiel der Menschenrechtsorganisation amnesty international anhand der oben beschriebenenDemokratiedefinition untersucht.Abschliessend möchte ich der Frage nachgehen, welche Strategien eventuell herangezogen werdenkönnten, um der Diskussion die Grundlage zu entziehen und ob diese Diskussion tatsächlich solchein Gewicht einnehmen sollte oder ob dadurch nicht eher die Arbeit der NGOs beeinträchtigt wird.
