The Manual for Courts-Martial (MCM), United States (2024 edition) updates the MCM (2019 edition) and MCM (2023 edition). It is a complete republishing and incorporates the promulgation of and amendments to the Preamble, Rules for Courts-Martial, Military Rules of Evidence, Punitive Articles, Nonjudicial Punishment Procedure, and Appendices 12A-D made by the President in Executive Orders (E.O.) 12473 of April 13, 1984, to present and specifically including E.O. 14062 (January 26, 2022) and E.O. 14103 (July 28, 2023). This edition also contains amendments to the Uniform Code of Military Justice made by the National Defense Authorization Act for Fiscal Year 2020, Pub. L. No. 116-92, 133 Stat. 1198 (2019); the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, Pub. L. No. 116-283, 134 Stat. 3388 (2020); the National Defense Authorization Act for Fiscal Year 2022, Pub. L. No. 117-81, 135 Stat. 1541 (2021); and the James M.
