Herudover indeholder bogen en undersøgelse af formålsændringskriteriet og de hensyn, der kan og skal inddrages ved vurderingen af ansøgninger om ændring af fondsformål. Administrativ praksis for formålsændring er kategoriseret og foreslået inddelt i 9 forskellige kategorier.
