Kemper wurde am 11. August 1937 in Dortmund geboren. Seine sportliche Laufbahn begann er aber nicht als Radsportler, sondern als erfolgreicher Wasserballspieler. Erst im Alter von 20 Jahren trat er dem RV Sturmvogel 1925 Dortmund e.V., dem er bis zum Schluss treu blieb, bestritt er sein erstes Radrennen und wurde bei diesem «Erste-Schritt-Rennen» Zweiter. Danach ging es schnell voran, er gewann zahlreiche Rennen und 1961 unterschrieb Kemper bereits einen Profivertrag beim Team Torpedo und wurde Teamkollege von Hennes Junkermann. In diesem Jahr startete er auch bei der Tour de France, stürzte jedoch schwer und musste schließlich nach der fünften Etappe das Rennen aufgeben.
