Alle Staatsorgane und Staatsbediensteten sind verpflichtet, im Rahmen ihrer Befugnisse strikt dazu beizutragen, dass Bedingungen geschaffen werden, die ein menschenwürdiges Leben und die freie Entfaltung des Einzelnen, den Schutz der Arbeit und der Gesundheit gewährleisten; dass der Staat die Familie, die Mutterschaft, die Vaterschaft und die Kindheit, die Behinderten und die Senioren unterstützt; dass in der Praxis die gleichen Menschen- und Bürgerrechte und -freiheiten ungeachtet des Geschlechts, der Rasse, der Staatsangehörigkeit, der Sprache, der Herkunft, des Eigentums- und Erwerbsstatus, des Wohnorts, der Einstellung zur Religion, der Weltanschauung usw. verwirklicht werden.

The issue of the effectiveness of public (municipal) servants is becoming increasingly relevant and significant. The necessary efficiency, as it is commonly believed in science, can be achieved through a more thorough selection of persons capable of effectively and competently performing the duties of public (municipal) office. The main tool for such selection in Russia, European countries and the United States is a competition for a position in the system of state (municipal) service.Potentially, the implementation of competitive procedures can significantly improve the optimization of formation of public service cadres, but the Russian legislation on competition in public service (filling a public position) is still far from perfect: there are problems both theoretical and practical, substantive and organizational and procedural nature, which should be evaluated by legal science.

Availability of centralized finances (mainly in the form of the state budget) is an indispensable attribute of any modern state, a form of expression of state sovereignty in the financial sphere. Without centralization of finances it is impossible not only further development, but even the very existence of an independent state.Centralized finances, in addition to the functions of providing state activity and meeting public needs, perform many other important functions, for example, the investment function in those projects that not only require significant risky investments, but often do not guarantee any clear return even in the long term, or this return cannot be expressed in monetary form at all and is an "investment in public comfort", in the "future development of society".

In today's environment, bankruptcy of legal entities is an extremely common legal practice. It is important to understand that economic conditions in recent years have catalyzed the problems of financial order. Initiation of bankruptcy procedure has a positive dynamics, which is determined by the statistics of this phenomenon. At present more and more scientists are attracting attention to the study of the problems of bringing the debtor's controlling persons to civil-legal responsibility. Attempts are made to theoretically study the issues of civil and legal responsibility of the head of the debtor and other persons in bankruptcy cases, as well as there is a rethinking of previously expressed ideas, the analysis of the legislation of foreign countries is carried out.

The annual number of crimes of particular gravity and serious crimes is measured in the tens and hundreds of thousands, respectively. Obviously, this trend cannot but cause concern. It seems that a very effective way of influencing and counteracting crime is the operative-investigative activity. In the conditions of increasing integration of different countries of the world the mentioned activity, developing more and more dynamically, should react in time and prevent criminal elements. Currently, the number of criminals who have committed crimes on the territory of Russia is growing, and the statistics of their capture and trials leaves much to be desired.

Smuggling of narcotic drugs and psychotropic substances, their precursors or analogues, as well as plants containing narcotic drugs or psychotropic substances, or their parts containing narcotic drugs or psychotropic substances, is one of the most serious threats to the security and stability of Russian society. In fact, we are dealing with drug aggression, into which more and more groups of people are being drawn. This not only increases the criminalization of society and creates a threat to public health, but also undermines moral and moral foundations.

The activity of public authorities must be aimed at the implementation and protection of the constitutional rights, freedoms and legitimate interests of citizens. All state bodies and public servants within the limits of their authority must strictly promote: the creation of conditions ensuring a decent life and free development of man, protection of labor and health of people; state support of family, motherhood, fatherhood and childhood, disabled and elderly citizens; realization in practice of equality of human and civil rights and freedoms regardless of sex, race, nationality, language, origin, property and official position, place of residence, attitude to religion, beliefs, etc.

The formation and development of market relations in post-perestroika Russia is largely determined by the high dynamics of real estate, which actively joined the civil circulation as a result of privatization processes. In view of the peculiarities of real estate objects the legislator has established a special legal regime with regard to this commodity. In spite of this, the legal regulation of the real estate purchase and sale agreement currently has certain gaps which slow down the development of the real estate market in Russia.

This form of warfare includes some methods and technologies of information influence. Some Western experts point to the increasing interest in the knowledge of human nature as a basis for the development of technologies of manipulation with information. The development of thought in this direction contributes to the development of more precise and effective mechanisms of influence on civil society, the army and the state as a whole, such technologies can be designated as socio-humanitarian technologies of information warfare.Therefore, taking into account the growth of conflict potential in the world, it seems important to analyze the system of situational-crisis response.

Today such crimes are more and more difficult to solve. Difficulties are due to the fact that some new ways of transferring money are constantly appearing. Face-to-face meetings are not necessary. Often funds are sent to an electronic purse or bank account, can be transferred to the account of a front company, transferred to the account of a relative of the bribe recipient and so on. The problem of solvability of this type of crime largely depends on the correct formulation of the very course of the investigation, planning on the case. This cannot be done without development of a special methodology of investigation. The basis for the creation of methods of investigation of any crime is the generalization of experience in the investigation of cases of this category, analysis of the methods of environment and ways of committing the crime, identification of relevant patterns and characteristics typical of these crimes.
