Metrics - a system of measurement that includes the item being measured, the unit of measurement, and the value of the unit - offers a tool for measuring climate research and improving program performance. This report lays out a framework for creating and implementing metrics for the Climate Change Science Program (CCSP).

Changes in climate are driven by natural and human-induced perturbations of the Earth's energy balance. These climate drivers or "forcings" include variations in greenhouse gases, aerosols, land use, and many other factors. This book reviews the knowledge of climate forcings and recommends critical research needed to improve understanding.

There have been significant progress in studies of short-term climate variations, in particular for the region of the tropical Pacific Ocean and the El Nino/Southern Oscillation phenomenon. The GOALS program plans to capitalize on this progress.
