The State, the media and the citizenry are a trident that, when interrelated in an electoral situation, build a public agenda. In the case of insecurity, the agenda-setting theory (TEA) has explained the influence of the issues disseminated by the mass media on public policies through public opinion. In this sense, the objective of this paper was to construct an index of the framing of print media on violence against migrants. For this purpose, a sample of news articles, editorials and opinion columns was selected. Subsequently, a content analysis was carried out. The results show that the coverage of migrant insecurity during the period from September 2011 to April 2019 is low. The findings were discussed in reference to the OER.
The discussion concerning the socio-psychological system will contribute to the explanation of the impact of Information and Communication Technologies on human behaviour. The media seem to initiate and terminate the informational process of persuasion or dissuasion of audiences and groups, mainly people who interact closely with the individual, mediate the issues, contents and messages that the media have broadcasted.
