Por ende, el primer capitulo nos narra en caso de que el hombre estando en un Estado civil puede comportase como un animal instintivo, y que es justificable la acción cuando sea para la supervivencia misma. Del estado de la guerra aborda como el hombre que no se rige bajo leyes que emanan de la colectividad terminan por provocar la guerra. Locke es uno de los grandes pensadores de la ciencia política clásica, pues sus aportes al entendimiento político de las sociedades y lo que éstas gestaban con el conceso social: gobiernos, da a la ciencia política contemporánea un entendimiento de la sociedad política actual. Locke explica en este ensayo, como es que el hombre entra en la civilización, y como en consecuencia crea formas de ser gobernado para la sobrevivencia de sí mismo. Locke es consiente de que el cuerpo político solo puede ser bien gobernado en la medida en que éste sea consiente de que es gobernado por decisión de él mismo, no por gracia de la casualidad.
