C'est à Genève que la cour de Rome, invoquant la liberté de conscience, qu'elle excommunie chez elle, tâche aujourd'hui d'affranchir tout à fait son église du pouvoir civil. C'est à Genève que, l'an dernier, le premier congrès de la paix a proclamé les États-Unis de l'Europe. C'est à Genève enfin que, cette année même, la république sociale, formant un parti politique, a librement formulé ses prétentions...
L'historien doit-il être un orateur ou un critique ? Voilà une question posée depuis deux ou trois mille ans, et qui ne paraît pas encore tout à fait résolue. Pour beaucoup d'écrivains, le passé est un maître éloquent qui fournit des modèles de vertu, de sagesse et de courage. Si le maître se trompe quelquefois et donne au contraire de mauvais exemples, on tâche d'atténuer ses fautes et ses erreurs. On le regarde comme un père vénérable dont les hontes mêmes doivent rester cachées; malheur à celui qui les découvre ! celui-là, fils maudit, sera chassé dans le désert. Il faut avant tout que l'historien soit un galant homme, habile à bien dire, bon citoyen, chaud patriote, croyant obstiné; si quelques doutes l'assiègent, il doit les garder pour lui, de peur d'offenser ou de nuire. Sa méthode est un credo. Qu'il ne touche pas aux traditions, même si elles sont fausses: la patrie est bâtie dessus ! Ainsi pensent encore beaucoup de gens, oubliant l'injonction faite par Cicéron à l'histoire: qu'elle se garde bien d'oser dire quelque chose de faux et de ne point oser dire quelque chose de vrai ! Cicéron était pourtant un orateur. Longtemps avant lui, Thucydide avait écrit: La plupart des hommes tiennent pour la chose la plus aisée la recherche du vrai, et ils sont toujours prêts à accepter la première tradition venue; mais on fera bien de s'en fier aux preuves que j'ai données, tout insuffisantes qu'elles sont, plutôt que d'ajouter foi à ce qu'ont dit dans leurs chants des poètes enclins à l'exagération, ou dans leurs récits des écrivains plus disposés à plaire aux lecteurs qu'à leur dire la vérité. Vingt-trois siècles se sont écoulés depuis Thucydide, et la méthode rigoureuse de cet historien n'a repris quelque faveur que de notre temps...
