Verso la metà del secolo decimoterzo l'Impero era immerso nell'anarchia e nella confusione. Vi erano più rivali, e ciascuno s'intitolava augusto ed aveva un partito; rivali deboli però, e appena bastanti a nuocersi scambievolmente; e perciò l'autorità imperiale più non vi era; anzi, riguardo alla storia di Milano, dobbiamo considerare l'influenza dell'imperatore sospesa sino alla fine del secolo decimoterzo. Gl'imperatori Corrado IV, Guglielmo d'Olanda, Riccardo di Cornovaglia, Alfonso di Castiglia, Rodolfo di Habsburg, Adolfo di Nassau e Alberto I non ebbero che poca o nessuna parte negli avvenimenti di Milano...

(1500) Poiché il re Lodovico XII ebbe abbandonato Milano per ritornarsene nel suo regno, una porzione dell'armata francese s'incamminò verso della Romagna per togliere Imola e le altre città promesse al duca di Valentinois, dalle mani del conte Girolamo della Rovere. Il duca di Valentinois era figlio di Alessandro VI, il conte Girolamo era figlio di Sisto IV. È facile l'immaginarsi quai dovessero essere i costumi di que' tempi, se tali esempi diedero anche i poscia graduati al sommo sacerdozio. Doveva quindi quel corpo di Francesi innoltrarsi ad occupare il regno di Napoli. Divenne così meno imponente nella Lombardia la nuova forza conquistatrice.

Abbiamo un buon numero di scrittori della storia e della erudizione patria; eppure pochi sono i Milanesi, anche scegliendo gli uomini colti, i quali abbiano un'idea della storia del loro paese. Questa generale oscurità ci dispiace, e tavolta ancor ci pregiudica; ma gli ostacoli che dovremo superare per acquistare la notizia, sono tanti e sì difficili, che, affrontati appena, ci sgomentano; e, trattine alcuni pochi eruditi per mestiere, i quali si appiattano a vivere fra i codici e le pergamene, non vi è chi ardisca di vincerli. Il Calchi, l'Alciati, il Corio han qualche nome.
