Off-duty United States Secret Service agent H. Hunter Mahoy is wounded while landing a gunfire-stricken jumbo jetliner at Miami International Airport. The surgeon who operates on him finds a suspicious fragment in his left shoulder and queries him as to its origin. Hunter is clueless.His coworker, Agent Charles Minsk, takes the fragment to a private lab in Washington DC, where he soon learns that it's a highly miniaturized tracking device--or was, before it was struck by a bullet. Every person in the United States and many around the world have received one.The public had been fed the lie that the implants were an immunization against deadly diseases and pandemics. As a result, the masses eagerly complied with receiving the inoculation. But now, some of the devices are beginning to fail, causing their hosts to do crazy--even deadly--things.The CIA will stop at nothing to keep the truth about their tracking program and its problems a secret. Hunter, Charles, and Morgan need to warn those in immediate danger, including the president, before the CIA can stop them.

H. Hunter Mahoy, a top-notch tax consultant in Miami, accidentally records a conversation between clients, Cuban businessmen, discussing their involvement in the death of a US Senator three years earlier. Mahoy takes the recording to the FBI bureau chief in Miami who seems uninterested in the old case. On the way back to his car, Hunter gets mugged. Then his office gets ransacked. He mails a letter to an old flame, Morgan Lindsey, a Washington Herald reporter, knowing full well she will investigate further. Several days later, while soaring high over the Everglades in a high-performance fiberglass sailplane, Hunter suffers a midair collision with a military stealth fighter and ends up riding his parachute into the swampy saw grass below. He stumbles upon an entrance to an underground base where he overhears top US government officials plotting to drop a laser-guided bomb from a stealth fighter on Fidel Castro and US President James Weber during an historical meeting at Guantanamo Bay, Cuba, in just two weeks' time. Hunter also learns they are searching for the downed sailplane pilot so they can kill him to keep the stealth fighter midair incident a secret. At least one person in the CIA is also involved in their Operation Ghost Flight. Hunter and Morgan are forced to team up. Not able or willing to trust anyone, the race is on for them to warn President Weber directly while two different groups are trying to kill them at every turn.

He learns that in two days' time, a top-secret aircraft prototype, code-named Project Firefly, is to be stolen during its maiden flight. The nuclear-powered 747 jumbo jet has endless range and almost unlimited capacity to remain aloft without the need to refuel. It also carries the latest airborne defense systems of the United States.President James Weber immediately dispatches Hunter, along with two additional F-15-E escort fighter jets, to accompany Firefly to Edwards Air Force Base in Southern California. That same evening, the president's daughter, Kate Weber, is kidnapped in a volley of gunfire: her Secret Service detail lie wounded or dying.Daily photographs of Kate are sent to a Washington Herald reporter, Morgan Lindsay, who witnessed the abduction.Firefly disappears despite all the precautions as Hunter and all four escort fighters fall out of the sky over the snow-covered Sierras.Hunter's fellow agent, Charles Minsk, is in contact with Search and Rescue and with the intelligence agencies. Time is slipping away, so Morgan and Charles join forces to find their friends and the atomic Firefly.
