The United States Government Printing Office (GPO) was created in June 1860, and is an agency of the U.S. federal government based in Washington D.C. The office prints documents produced by and for the federal government, including Congress, the Supreme Court, the Executive Office of the President and other executive departments, and independent agencies. A hearing is a meeting of the Senate, House, joint or certain Government committee that is open to the public so that they can listen in on the opinions of the legislation. Hearings can also be held to explore certain topics or a current issue. It typically takes between two months up to two years to be published. This is one of those hearings.
We find that the difference between implied and realized variances, or the variance risk premium, is able to explain more than fifteen percent of the ex-post time series variation in quarterly excess returns on the market portfolio over the 1990 to 2005 sample period, with high (low) premia predicting high (low) future returns. The magnitude of the return predictability of the variance risk premium easily dominates that afforded by standard predictor variables like the P/E ratio, the dividend yield, the default spread, and the consumption-wealth ratio (CAY). Moreover, combining the variance risk premium with the P/E ratio results in an R DEGREES2 for the quarterly returns of more than twenty-five percent. The results depend crucially on the use of "model-free," as opposed to standard Black-Scholes, implied variances, and realized variances constructed from high-frequency intraday, as opposed to daily, data. Our findings suggest that temporal variation in risk and risk-aversion both play an important role in determining stock market returns.
The United States Geological Survey (USGS) is a scientific organization created in 1879, and is part of the U.S. government. Their scientists explore our environment and ecosystems, to determine the natural dangers we are facing. The agency has over 10,000 employees that collect, monitor, and analyze data so that they have a better understanding of our problems. The USGS is dedicated to provide reliable, investigated information to enhance and protect our quality of life. This is one of their reports.

This report outlines the production of Japanese chemical warfare supplies, both offensive and defensive. Methods of manufacture are briefly discussed in the respective sections of the report. Tables giving the best available production figures on the various agents, munitions, and equipment are also presented. The report concludes that the Japanese were ill-prepared for modern, large-scale chemical warfare, either offensive or defensive, and that no important technological advances in manufacturing methods were introduced.
Supersonic/hypersonic laminar heating correlations that were developed for damage assessment analysis of atmospheric re-entry vehicles have been modified and extended to cover fully-turbulent conditions over rectangular cavity geometries that are aligned with the local velocity. Turbulent boundary layer properties were computationally determined and used to develop the cavity geometry parametrics and to correlate experimental closed cavity heating data to yield new relationships for the floor-averaged and centerline endwall peakheating augmentation. With the form of the closed-cavity correlations established, historical data were used to develop new correlations for turbulent open-cavity heating.
The United States Immigration and Customs Enforcement (ICE) is a government law agency ran by the U.S. Department of Homeland Security. ICE is responsible for protecting our nations borders and an abundance of national security such as: drug smuggling, human trafficking, terrorism, fraud, gangs, and much more. It was established in 2002 following what happened on September 11, 2001. Immigration and Customs Enforcement publishes memos, contracts, Detention Facility Reviews, Policies and more; this is one of those documents.

Using a high-temperature optically based displacement measurement system, a foil air bearing's stiffness and damping characteristics were experimentally determined. Results were obtained over a range of modified Sommerfeld Number from 1.5E6 to 1.5E7, and at temperatures from 25 to 538 C. An Experimental procedure was developed comparing the error in two curve fitting functions to reveal different modes of physical behavior throughout the operating domain. The maximum change in dimensionless stiffness was 3.0E-2 to 6.5E-2 over the Sommerfeld Number range tested. Stiffness decreased with temperature by as much as a factor of two from 25 to 538 C. Dimensionless damping was a stronger function of Sommerfeld Number ranging from 20 to 300. The temperature effect on damping being more qualitative, showed the damping mechanism shifted from viscous type damping to frictional type as temperature increased.
The Review of Foreign Developments (RFD) series begins in 1945 and ends in 1975. Starting in August 1971, papers in the RFD series also appear in the International Finance Discussion Paper (IFDP) series. These topics are focused on, though by no means limited to, international macroeconomics, international trade, global finance, financial institutions, and markets, as well as international capital flows. The analyses and conclusions set forth in the RFD series are those of the authors and do not indicate concurrence by other members of the research staff or the Board of Governors.

This report describes a database routine called DB90 which is intended for use with scientific and engineering computer programs. The software is written in the Fortran 90/95 programming language standard with file input and output routines written in the C programming language. These routines should be completely portable to any computing platform and operating system that has Fortran 90/95 and C compilers. DB90 allows a program to supply relation names and up to 5 integer key values to uniquely identify each record of each relation. This permits the user to select records or retrieve data in any desired order.

A nation's endowment of nonfuel mineral resources, relative to the world's endowment, is a fundamental consideration in decisions related to a nation's economic and environmental well being and security. Knowledge of the worldwide abundance, distribution, and general geologic setting of mineral commodities provides a framework within which a nation can make decisions about economic development of its own resources, and the economic and environmental consequences of those decisions, in a global perspective. The information in this report is part of a U.S. Geological Survey (USGS) endeavor to evaluate the global endowment of both identified and undiscovered nonfuel mineral resources. The results will delineate areas of the world that are geologically permissive for the occurrence of undiscovered selected nonfuel mineral resources together with estimates of the quantity and quality of the resources. The results will be published as a series of regional reports; this one provides basic data on the identified resources and geologic setting, together with a brief appraisal of the potential for undiscovered mineral resources in Africa and the Middle East. Additional information, such as production statistics, economic factors that affect the mineral industries of the region, and historical information, is available in U.S. Geological Survey publications such as the Minerals Yearbook and the annual Mineral Commodity Summaries (available at http: //minerals.usgs.gov/minerals)
