This report focuses on how innovation policies can expressly promote industrial development, and what lessons can be learnt from existing experiences of countries, both developing and developed. It argues that while technology and innovation are an essential component of how industries use knowledge to apply to learning, their role in fostering economic development can only be harnessed if innovation policies are clearly and coherently linked to overall industrial development goals of countries. Basing its analysis on data as well as experiences of countries, the report argues for closer coordination between innovation policies and industrial goals in order to promote technology and innovation for overall economic development.
This publication is based on highlights of the discussion held during the 12th Session of the UN Committee of Experts on Public Administration (CEPA), in 2013, on The Role of Responsive and Accountable Public Governance in achieving the MDGs and the Post-2015 Development Agenda, which observed that responsive and accountable governance, including effective, responsive and accountable public administration, is key in accelerating the progress on the MDGs and in the implementation of the post-2015 development agenda. It also encompasses research and analysis of the United Nations Public Administration Country Studies (UNPACS) on themes such as codes of conduct, citizen engagement (in terms of its oversight role), ICTs in the work of e-government, and citizen engagement for public policy definition and development management planning.

This revised fourth edition of the publication, the so-called Blue Book, continues providing precise and updated information on the World Forum for Harmonization of Vehicle Regulations (WP.29) serviced by the UNECE Sustainable Transport Division: on its historical background, its administrative and legal framework with a user's guide, and the three international UN Agreements administered by the World Forum. Note: The fourth edition of the Blue Book had been published in 2019.
This book serves as a directory of the Permanent Missions to the United Nations in New York, as well as a listing of their diplomatic personnel. It also includes information on Observer Offices, Specialized Agencies, and other UN organs and bodies.
